Inspector’s narrative
What the inspector wrote
On February 24, 2026, at approximately 12:50 PM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced annual inspection. LPA met with Director Thania Garcia and explained the purpose of the inspection.
The facility operates Monday through Friday from 6:30 AM to 6:00 PM. At the time of inspection, there were 60 preschool children present with six staff members, including the director for the preschool license. Present in the infant program were 27 children, consisting of 15 infants and 12 toddlers, supervised by seven staff members. The facility was operating within its licensed capacity and maintaining appropriate staff-to-child ratios at the time of inspection.
LPA and the director inspected the indoor and outdoor child care areas for health and safety hazards. The infant program operates in three classrooms: “Infant A Room,” “Infant B Room,” and “Toddler Room.” Classrooms were observed to be clean and equipped with age-appropriate toys, materials, and furniture. Children’s personal belongings were stored in labeled cubbies within each classroom. Sufficient cribs for infants and cots for toddlers were available for all children in care. Per the director, parents take blankets and sheets home weekly for laundering.
The facility is equipped with a fire alarm system installed throughout the building. A carbon monoxide alarm was observed in the main hallway. The LPA tested the alarm during the inspection and found it to be in working condition. Each classroom contains a fully stocked and accessible first aid kit. Multiple fire extinguishers were observed on site. Poisons, cleaning solutions, and other hazardous materials are stored in inaccessible, locked closet areas within each classroom.

The facility provides food service. Menus are posted by each classroom entrance for parent review. Drinking water is available to children indoors and outdoors with individual water bottles, which are refilled with filtered water.
Parents provide formula for infants. All formula is properly labeled and stored in the refrigerator located in Infant Room B. LPA observed all changing tables to be within arms reach of an adult sink.
The outdoor play area is fully enclosed and equipped with age-appropriate toys and materials that were observed to be in working condition. The outdoor space is separate from the infant program. No pools, spas, or other bodies of water were observed in the day care areas.
Children are signed in and out through a paper sign-in system by the front entrance and the mobile Kinder Care App. During the inspection, all children were properly signed in. The facility’s license documentation and required postings were properly displayed and available for review inside each classroom. The preschool program conducts monthly emergency drills. The last documented disaster drill was conducted on January 8, 2026.
LPA reviewed 7 children’s files and 7 staff files. All children’s files were complete. At lease one teaching staff possess a valid CPR and First Aid certification. Staff files also contained proof of required immunization, which were made available for review.
Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.
The director is aware that all staff are required to complete Mandated Reporter Training every two years. The training can be obtained online at
