What the inspector wrote

On September 20, 2025 at 11:00 AM, Licensing Program Analysts (LPAs) Brian Fung and Fernando Hernandez conducted an unannounced Required- 3 Year inspection. LPAs met with director Valerie Segall and assistant director Mila August and advised the purpose of the inspection. Director and assistant director provided LPAs a tour of the childcare center inside and out. There were 73 children in care at the time of the inspection and 13 teachers. LPAs observed required licensing documents pinned on the walls throughout the child care center. Fire and earthquake drills are being documented every six months. Last drill was conducted on 09/03/2025. Fire extinguisher 2A10BC in each classroom and office and was last serviced 09/09/2025. Fire and carbon monoxide detectors were tested and working. Children in care have access to 6 classrooms, 3 yards, and 3 bathroom located around the center. Knives and cleaning supplies are being kept in a cabinet above counters to keep out of reach from children. Children have access to toys that are age-appropriate inside and outside of the child care center. Play yard is enclosed and has plenty of bicycles, play structures, and activities. During the tour, LPAs did not observe any hazards/toxins items accessible to children in care. LPAs reviewed six children files. All children files were current. Staff CPR/first aid is valid and current. Director was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Continued on 809-C To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Director was reminded that all adults 18 and over working in the child care center, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed child care center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Director and assistant director discussed that children and staff do not drink water from water faucet. All consumable water are obtained from bottled water and water dispensers. The receipts invoice were received via email. For child care center licenses issued after July 1, 2022, the director shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1- CCP ). Continued on 809-C Directors advised there were children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the director Valerie Segall and assistant Mila August, confirmed that there are no Registered Sex Offenders working in the facility and LPAs completed the RSO profile in FAS. During today's inspection, 2 technical violations issued (see LIC 9102-AN for more information). A notice of site visit was issued. Exit interview was conducted and report was reviewed with director and assistant director.
