What the inspector wrote

On 09/ 17/2025 Licensing Program Analyst (LPA) Doris Whitmore, conducted an unannounced 3 Year Inspection and was met by Licensee, Eunice Edwards . Also present was one additional staff. Days and hours of operation are 24 hours Sunday to Saturday. The purpose of this inspection is to ensure that health, and safety standards are being met as required by Title 22 Regulations governing California Child Care Homes will be met by licensee. LPA toured the home inside and outside at the time of the inspection there were two children in care and staff. Licensee confirmed that bathroom and classroom in the back of the home are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible. There is no swimming pool or other bodies of water on the premises. LPA Whitmore asked the licensee if the neighbors had a pool, the response was no. LPA Whitmore did not observe any pets in the home. There are no firearms or ammunition on the premises. All poisons are kept in a locked storage area. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible. There are no fireplaces or open face heaters in the home. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. First Aid kit fully stocked. There are no stairs in this home. Safe toys and play equipment are observed. Phone number was confirmed (310) 613-1783.LPA Whitmore observed age-appropriate toys for the children. LPA Whitmore observed the outdoor area which was filled with age-appropriate toys and shade for the children.LPA Whitmore reviewed a total of two staff files. LPA Whitmore shared and explained to the licensee the Entrance Checklist for Family Child Care Homes. Pg1 Pg2 The Entrance Checklist was also emailed to the licensee. In Staff 1 file there were missing documents. LPA Whitmore explained to the license the forms that were missing Employee Rights and Statement Acknowledging Requirement to report Child Abuse. LPA printed forms and gave them to the licensee. Also, in the file LPA did not see any documentation of the influenza. A letter was written and placed in the file. In both staff files current First Aide and CPR was current and mandated reporter. LPA reviewed a total of 7 children files. In one file there was a partial copy of the immunization record. Licensee called the mother and immunization record was sent by text. Licensee printed out the immunization Record. LPA discussed with the licensee the California School Immunization Record( Blue Card) Regulation 102418(g) was read and reviewed with the licensee. In the files LPA did not observe the LIC 9227 form. LPA explained to the licensee the purpose of the form and that the form needs to be completed for each infant up to 12 months. LPA Whitmore printed the form. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) Page 3 website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA Whitmore shared with the licensee infant equipment that is prohibited for being at a family child care. A notice of site visit was given and must remain posted for 30 days. There are no deficiencies. Technical Advisory was given today. Exit interview conducted and report was reviewed with the licensee Eunice Edwards.
