What the inspector wrote

On 06/05/2025 Program Analyst (LPA), Judy Laureano conducted an unannounced 3 year Required Inspection at above mentioned facility. LPA arrived at facility and was greeted by Licensee Keyla Bell and toured the home inside and outside. LPA observed 8 children in care with 3 staff members and Licensee providing care and supervision. This is a single-story 3 bedroom, 2 bathroom home with kitchen, dining room, den and living room and detached garage. The home was observed with a front and back yard. Licensee confirmed day care has it\342\200\231s own entrance that can be accessed through the side of the home. There is no pool, spa or other bodies of water on the premises. Family members residing in the home include licensee only. The hours of operations are Monday through Friday 7:30 a.m. to 5:30 p.m. Licensee confirmed homes cares for children ages 6 weeks to 12 years old. Facility is licensed for a Large Family Child Care license with a max capacity of 14 children. Licensee confirmed the following OFF LIMITS AREAS: Bedroom located across bathroom 1, bathroom 1 has been designated as the staff/adult bathroom, living room and kitchen located in the main part of the home. Page 2 Day care takes place in the dining room/infant napping area, bedroom 2/ infant room and den area and bathroom located near the back of the home. LPA observed age appropriate toys and materials for children. Licensee confirmed that children eat and nap in the day care space. LPA observed napping cots and cribs for children enrolled in the home. A changing table was observed in the children\342\200\231s bathroom. Parent board was observed outside the home, accessible to the families to review. LPA observed all licensing forms posted. Bathroom that children use is located near the den/day care room. LPA observed and inspected the toilet, sink and bathroom area. The licensee was informed that any changes to ages, hours and days of operation shall be submitted to the department via signed LIC 279, for approval prior to initiation of changes. Kitchen was observed and inspected. Knives and sharp objects were observed inaccessible to the children in care. Licensee confirmed that cleaning solutions and detergents are kept inaccessible to the children in care. A safety gate outside the kitchen was observed making the area inaccessible. Licensee confirmed children use the back yard as the outdoor space. LPA observed age-appropriate outdoor equipment. Outdoor area is covered with artificial tuft and was observed with play equipment and a sand box area. LPA observed the detached garage with a variety of age-appropriate toys, children size table and chairs. A smoke detector was observed in the space. LPA provided licensee with Cal Fire-Office of the State Fire Marshal Information Bulletin 20-008 for reference. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition on the premises. No poisons were observed during the inspection. Page 3 Licensee confirmed that home is open to take in children that need incidental medical services. Licensee confirmed that home does not have any children that need incidental medical services. LPA discussed incidental medical services with Licensee. Prescription medications shall be administered in accordance with the label directions as prescribed by the child\342\200\231s physician. Medication should be in its original content with current prescription with all necessary LIC forms completed. LPA observed licensee test the smoke detector and carbon monoxide in the home. A working fire extinguisher was observed in the daycare space. Licensee confirmed that fire drills and earthquake drills are completed at the home and LPA reviewed log. Licensee stated that program provides meals and snacks. LPA discussed the importance of maintaining a system where allergies and food restrictions are noted. LPA encouraged licensee to contact their local resource and referral agency, Connections for Children, to inquiry about the different resources and professional development opportunities available. Adequate heating and ventilation for safety and comfort were observed in the space. The home has a working telephone service and LPA confirmed the phone number and email address. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained during today\342\200\231s inspection. Staff files were reviewed and all adults providing care and supervision were observed to have current Mandated Reporter Training and valid Pediatric CPR and Pediatric First Aid. LPA reminded licensee the importance of making sure all vendors providing Pediatric CPR and Pediatric First Aid need to be EMSA approved. Proof of immunization, MMR and Dtap and Flu was reviewed. LPA reviewed 6 children\342\200\231s file and observed all files complete with all the necessary CCL forms. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Keyla Bell. Copy of report was provided to Licensee Keyla Bell.
