What the inspector wrote
On February 12, 2026, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA met with Lauryn Estrella, facility representative who granted access. The site supervisor was not available when LPA arrived but arrived later. LPA and representative toured the facility inside and outside. LPA observed thirteen (13) day care children in active play and three staff. The facility is open from 8:30 am to 12:00 pm. Monday-Friday. All employees 18 years or older that are working or volunteering have a Criminal Record Clearance (DOJ/FBI) and Child Abuse Central Index Clearance and are associated with the facility.
Physical Plant: LPA observed two large clean and safe classrooms with telephone service, heating, lighting, and ventilation are adequate. LPA observed one classroom primarily in use. Representative stated the other classroom is not used for the preschool only on the other side. There are cubbies for children's belongings are labeled inside the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classroom in the form of water pitcher and disposable cups. The children do not nap and there was no napping equipment. There is one First Aid Kit it was observed inside the classroom in a red backpack. There is an Emergency Survival Kit Bin kept sealed in the class in a duffle bag near the front entrance. Representative stated the fire extinguisher, smoke detectors, sprinkler system, and carbon monoxide detectors throughout the day care center were tested as operable during the last fire inspection.
There were activity rugs in the day care, representative stated the rugs are vacuumed daily and deep cleaned twice a year. LPA inspected the children's bathroom. There are two toilet stalls properly functioning and two sinks outside the bathroom for hand washing they were functioning properly and age appropriate.
LPA did not observe any hazards. There was soap, toilet paper, and paper towels readily available. Staff restroom was labeled and separate and to the left of the children\342\200\231s bathroom it was observed with functioning sink and toilet and storage supplies, there were no hazards.
There is a clean, fully equipped kitchen with the menus posted. LPA observed an allergy list posted on the refrigerator. A full lunch is provided by the school cafeteria. The chemicals are kept separate from the food. Cleaning wipes are kept inside a cabinet above the sink up high unlocked.
Outside: The outdoor play area is an area that is on the same grounds and is shared with the Adult ESL School classroom in a separate bungalow. The play area and equipment were inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed a large play structure with two slides securely anchored and rubber mat underneath the entire structure. There is shade provided with a canopy. There is a grass area for rest with tables and benches and concrete for active play. There is a standing sandbox and two standing garden boxes. The playground was observed to be free of debris. Drinking water is available in the form of a water pitcher and disposable cups that are brought out during playtime. Per representative, there are no bodies of water on the premises, LPA observed an empty water table. The trash cans for solid waste have secure fitting lids.
Other Review:
Children and staff files were reviewed. Current Pediatric CPR/First Aid (expires: 1/2028). Representative stated transportation is not provided. Disaster Drills: Fire Drill was conducted: 12/11/25 Earthquake drill was conducted: 12/8/25. Lockdown drill was conducted: 12/8/25. Representative stated the last facility fire inspection was conducted: 2/11/2026. The child/parent roster was complete with all required information. Representative stated the children are inspected for illnesses as they arrive. There is a separate isolation area for ill children behind the site supervisor's desk until the parent can pick up the child. Representative stated, none of the children are taking medication. LIC 125 form was discussed with the representative.

All representatives are responsible for knowing the regulations when providing care. All employees should know their role and responsibilities of being a Mandated Reporter. Training is renewed every two years at: mandatedreporterca.com. All adults 18 years and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a Criminal Record Clearance or Exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers that were constructed before January 1, 2010, to test their water (used for
drinking and food for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

There are no deficiencies cited during this inspection.
Exit interview was conducted and a copy of this report was read, a Notice of Site Visit (LIC 9213), this report were given to Sandra Culini-Reza, Facility Representative. A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting will result in a $100 civil penalty.
