What the inspector wrote

On 04/29/2026 Licensing Program Analysts (LPA) Cristina Castellanos and Brittany Lovest conducted an unannounced case management inspection for the purpose of ensuring the standards are being met in accordance with California Tittle 22 Regulations and California Health and Safety Codes. LPAs met with Director Nancy Kim and conducted a tour of the facility, including both indoor and outdoor areas. During today’s inspection, LPAs observed the following child-to-staff ratios: Anglefish Classroom: 9 Infants with three (3) staff members Penguin Classroom: 6 Infants with two (2) staff members Blue Dolphin: 10 Toddlers with two (2) staff members Based on LPAs’ observations, the facility was not in compliance with the following regulation: Infant Care Activities 101430(a)(3)(C): At 11:47 a.m. in the Angelfish Classroom during nap time LPA Castellanos observed two infants (C1 & C2) out of 3 sleeping infants with sleeping sacks. Pursuant to Title 22, Division 12, Chapter 1 of the California Code of Regulations, one (1) deficiency is cited for violations of Title 22 requirements. The deficiency is documented on the LIC 809-D (Type A). Continue Upon receipt of this report, the Licensee must post the Notice of Site Visit and any licensing report documenting a Type A deficiency for 30 consecutive days. Failure to maintain the required posting will result in an immediate $100 civil penalty. A copy of this report must be provided to all currently enrolled parents/guardians by the next business day or upon their return. For the next 12 months, a copy must also be provided to parents/guardians of newly enrolled children. The Acknowledgment of Receipt of Licensing Reports (LIC 9224) must be placed in each child’s file upon receipt. A copy of the LIC 9224 was provided during today’s visit. An exit interview was conducted, and the Plan of Correction was reviewed with Director Nancy Kim. A copy of this report and the Appeal Rights were provided to the Director, whose signature acknowledges receipt of these documents. Page 2
