What the inspector wrote

Licensing Program Analyst (LPA) Doris Whitmore met with Director Mara Zepeda for the purpose of an Annual Random Inspection. LPA Whitmore toured the facility, all identified rooms per facility sketch was inspected, the following was observed. Pre- school hours are from 8:00a.m. to 5:30p.m. Upon arrival LPA was able to check each classroom there was a total of 27 children A walk through of each classroom was conducted, classrooms were found to be clean and free from any potential hazards. LPA observed classrooms to have dramatic play, arts/crafts, reading and learning activities. Furniture in each classroom was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Drinking water is readily available in each classroom . Isolation area for sick students is located in the Director's office on a cot or mat. Preschool children do not nap. Preschool has half day programs Monday through Friday. The bathroom area(s) were inspected. Classroom #2/Blue & #4/Red is equipped with a toilet. There are sufficient toilets and sinks to accommodate the campus capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. Each restroom has adequate toilet paper and paper towels available. Bathrooms were found to be clean. There is adequate lighting/ventilation in the bathroom area(s). Lunches are not prepared by the school. Preschool provides 2 snacks daily for preschool children. Cleaning supplies are inaccessible to the children and stored in each classroom. Inspection of the outdoor play area was conducted climbing structures, swings, slides and other large play equipment is found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. Drinking water is readily available on the play yard. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc. Medication is properly labeled and stored in the original container. First Aid supplies are stored in each classroom All required postings were observed by LPA. Children and staff records were reviewed for completeness. Director advised that records for all children and staff must be maintained for 3 years after separation from the facility. A record of teachers/assistant\342\200\231s names was check against current facility roster; Staff are currently associated to the campus in which they are assigned to work. LPA observed CPR/First Aid expires 06/2023 and Mandated Reporter Training competition date 08/28/2022. There were some staff files that were missing Immunizations Records, & Mandated Reporter Training Certificate. LPA spoke to the Director. LPA checked at total of 15 Staff Files and 10 Children files. Children files were good. The following was discussed with the licensee: Mandatory Forms for the children\342\200\231s files and provider\342\200\231s files, Requirements for fire drills, earthquake drills and documentation for both. Role and responsibilities of being a mandated reporter were discussed. The licensee was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov . Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care . Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov . The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility\342\200\231s phone number at all times ; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . The ADA requires that child care providers not discriminate against persons with disabilities on the basis of disability, that is, that they provide children and parents with disabilities with an equal opportunity to participate in the child care center's programs and services Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1 st offense and up to $3000.00 for the 2 nd offense within a 12 month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation. The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents. The information regarding new legislation with regards to exemptions and Parent\342\200\231s Rights was also discussed.
