What the inspector wrote

On 9/10/2024, Licensing Program Analyst (LPA)Loyce Phillips conducted an unannounced Annual/Random Inspection. Licensing Program Analyst met with Lead Teacher, Marcela Carlock and toured the facility indoors and outdoors. Licensing Program Analyst observed and inspected 4 classrooms. Red Room - 3 children with 1 staff member. Yellow Room - 17 children with 3 staff member. Blue Room - 15 children with 3 staff member. Green Room -19 children with 3 staff member. The facility is open Monday through Friday from 8:00am to 5:30pm. There is no swimming pool or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises . Disinfectants, cleaning solutions and cleaning supplies are located outside in a locked storage area. Medication and other hazardous items are made inaccessible to children in care. No poisons were observed during the inspection. LPA observed a fully charged fire extinguisher in the facility. LPA observed a carbon monoxide that was tested and working properly. Furniture, materials, and equipment are in good condition, free of sharp, loose, and pointed parts. Floors in the classrooms are clean, safe and in good condition. Playground equipment is in safe condition, free of sharp, loose, and pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment have sand and material to absorb falls. Children utilize a drinking water fountain that is readily available outdoors. 809-C LPA conducted a Health and Safety inspection of the kitchen, and all kitchen food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. The facility is free of flies, insects, and rodents. The facility provides am/pm snacks. Snack menus are posted weekly on the parent board. Prior to working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Facility was able to provide documentation that at least one person is trained in CPR and Pediatric First Aid and present when children are at the facility or at off-site activities. All children are under supervision, including visual supervision, of a teacher at all times. There is a ratio of one teacher supervising no more than 12 preschool children. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. Parents sign their child in/out of the facility using sign in/out sheets located at each classroom. LPA reviewed a sample of staff files and observed files to be complete, records contain documentation of meeting qualification requirements and immunizations. CCC did not complete testing prior to their deadline. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). 809-C Lead Teacher was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Lead Teacher was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA and the Lead Teacher discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, deficiencies were cited during today\342\200\231s inspection and technical advisory discussed. An exit interview was conducted, a copy of this report was read and provided to Marcela Carlock. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
