What the inspector wrote
On 02/18/2026, Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced 3-Year Required Inspection at the above-referenced facility.
Upon arrival, LPA Castellanos was greeted by J. La Barbera and explained the purpose of the visit. A tour of the facility, both indoors and outdoors, was conducted. LPA observed a total of 25 children in care, supervised by four (4) fingerprint-cleared staff members. Shortly thereafter, Director Jennifer Richards arrived at the facility.
The preschool program, which includes a toddler component, operates from
8:00 a.m. to 5:00 p.m.
LPA observed the following teacher-to-child ratios:

The facility was operating within its licensed capacity and limitations at the time of inspection. All children were under supervision, including visual supervision, at all times. Staff-to-child ratios were in compliance with Title 22 regulations. Parents sign children in and out using their full legal signatures.

There are
no bodies of water
on the premises.
No firearms or ammunition
are stored or permitted on site. Disinfectants, cleaning solutions, and other hazardous items were observed to be inaccessible to children.
LPA observed two (2) fully charged fire extinguishers

three (3) smoke detectors

and
two (2) operational carbon monoxide detectors in the classrooms. A fully stocked First Aid Kit was observed inside a classroom cabinet
.
All toilets and handwashing facilities were in safe, sanitary condition. Floors were clean and free of hazards. Age-appropriate toys, books, and furnishings were available and in good repair, free of sharp, loose, or pointed parts.
Outdoor play equipment was also in safe condition. The outdoor activity space was free of hazards, and cushioning material was present in areas surrounding climbing structures, swings, and slides.
The facility provides snacks only. Parents supply meals for their children, consistent with dietary restrictions and allergies. LPA observed the allergy list posted in both the classroom and kitchen, as well as the snack menu posted in the kitchen. Food preparation and storage areas were clean, free of litter and pests, and all food was properly protected from contamination. Solid waste containers had tight-fitting lids and were in good repair. Drinking water was readily available both indoors and outdoors.
Prior to working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.
At least one staff member trained in
CPR and Pediatric First Aid
is present whenever children are in care or participating in off-site activities. Most staff members hold current CPR/First Aid certification, expiring 08/27/2027. LPA further discussed the importance of making sure that all Pediatric CPR and Pediatric First Aid training is EMSA approved.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370
requires licensed Child Care Centers built before January 1, 2010, to test drinking and food-preparation water for lead contamination by January 1, 2023, and every five years thereafter. Facilities licensed after July 1, 2022, must test within 180 days of licensure. The facility completed required lead testing

LPA reminded the Licensee to regularly access the Community Care Licensing website (

) for Provider Information Notices (PINs), Quarterly Updates, COVID-19 resources, Mandated Reporter Training, Safe Sleep information, Lead Poisoning Facts, forms, and regulations. CCLD distributes important updates through PINs and program newsletters.
Per Title 22, Division 12, Chapter 1, no deficiencies were cited during today\342\200\231s inspection.
