What the inspector wrote

On 02/20/2025 at 08:30 am, Licensing Program Analysts (LPA) Jeanine Lipsey conducted an continued Unannounced Required Inspection visit. LPA met with Director Eyde Mcallister, and toured the facility, start time 9:30 am-10:00 am. Facility is currently licensed for a capacity of 181 children. LPA observed 152 children and 19 teachers present at the time of the visit. Orange room 3yrs: 7 children with 1 teacher Green room 2 yrs.: 15 children with 2 teachers Horizon #1 room 2 yrs. 9 children with 1 teacher Horizon #2 room 2 yrs. 6 children with 1 teacher Frontier #1 room 4 yrs 14 with 2 teachers Frontier #2 room 4 yrs: 6 with 1 teacher Frontier #3 room 4 yrs: 9 with 1 teacher Frontier #4 room 4 yrs: 17 with 2 teachers Red room 2 yrs.: 15 children 2 teachers East wing 3 yrs: 18 children with 2 teachers Orange Curtain 3 yrs: 11 children 1 teacher Red Curtain 3 yrs: 7 children 1 teacher West Wing 3 yrs: 20 children 2 teachers This report is continued from 2/19/25. page 1 of 4 The children's roster was available and current. There is a separate area for isolation and care of ill children in the back office. There is a cot available for each ill child. An isolated toilet and sink are available for ill children. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. LPA observed cots available for each child. Cots are being sanitized once a week. Bedding is stored separately. Napping children are properly supervised within ratios. Center has devised an Incidental Medical Service plan to provide to parents of children with allergies (epi-pen) and asthmatic (inhalers). Staff is trained and the parents demonstrate how the medication is to be given to their child. LPA reviewed the children's medications 5 of 6 of the medications were expired. The facility has a swimming pool. The pool is fenced per regulation. The fence is 6 ft high and does not obscure the pool from view. The pool has 2 gates which are self-latching, self-closing and opens away from the swimming pool. The Self-latching device is located 9 inches from the top of one of the gate and 19 inches from the top of the other gate. The center is correcting the latches today. The pool fence also has pad locks that needs a key to be opened. Fence is in good repair and completely surrounds the pool. Fencing is thick enough that it cannot easily be broken, removed or stretched by children. The Fence is designed and installed so children could not remove any portion of it and it not easily climbable by children, with no window or door to provide direct access to the pool. The opening between railing is 2.3/inches. The bottom of fence is no more than 2 inches from the ground. The Chain link fence has no opening larger than 1 \302\276 inch diameter (golf ball). LPA observed a 17' US coast guard life ring and a 12 foot rescue pole with body hook. The facility is equipped with a working smoke detectors and Carbon Monoxide detectors. LPA observed fire extinguishers located throughout the facility with service date of 7/30/24. First Aid Kit was observed to be complete. Fire Drill log was observed to be complete and current. The name of the childcare center director or fully qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. Staff records were reviewed to ensure the following: Criminal record clearance or criminal record exemption, education credits required, current CPR/First Aid and health preventative practices, proof of immunization against pertussis and measles and influenza and/or flu declination, and Mandated Reporter training. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Page 3 of 4. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . This facility provides Incidental Medical Services - IMS. LPA reviewed storage of "medication and equipment/supplies, and reviewed children's, personnel, and administrative records. For IMS information see PIN 22-02-CCP. There were no deficiencies cited during today\342\200\231s visit. Exit interview conducted and report was reviewed with the Director Eyde Mcallister.
