Inspector’s narrative

What the inspector wrote

On 10/7/2022 at 1pm, Licensing Program Analyst (LPA) V. Wheatley conducted an unannounced Required Annual Inspection for the preschool license. LPA met with director the director Sharon Cox and toured the preschool and yard only. The preschool is located on a huge school premises with elementary and middle school. The parents drop off the children at the entrance near the front parking lot and sign the children in and out. Days and hours of operation are Monday \342\200\223 Friday, 8:30am to 2:30pm. There is after care at 2:30pm. There is no swimming pool or other bodies of water on the premises. LPA observed disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. There is not a food preparation area as the children bring their lunches. There is also a hot lunch program provided by a third party company OK LA. All extra food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is provided by drinking fountains. The children each bring a water bottle from home. PAGE 2 Areas around high climbing equipment, and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility does have one or more functioning carbon monoxide detectors that meet statutory requirements. Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Capacity and limitations as specified on the license are being maintained. At least one staff member (the director and other staff) trained in CPR and Pediatric First Aid is always present when children are at the facility or at off-site activities. The name of the child care center director or fully-qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. LPA observed more staff supervising than required. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were incomplete with health screening, immunization records for influenza, pertussis and measles. At least two staff did not have completed mandated reporter training. Menus are not required as children bring their own lunches and snacks. LPA observed extra food on the premises. PAGE 3 Incidental Medical Services (IMS) are currently being provided with an EpiPen. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA explained in great detial. LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Guardian for prints, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. Exit interview with director. Report was provided.
