What the inspector wrote

Program Licensing Analyst(LPA), Isabel Ortega, conducted an unannounced annual inspection on 12/12/2023. LPA met with Estela Diaz, Director and Lidia Matu, Site Supervisor, who provided a tour of facility, inside and outside, as shown on the facility sketch. During inspection LPA observed 44 children in care and eight staff providing care and supervision. Facility operates in three classrooms referred to as classroom 1, classroom 2, and classroom 3. There are no bodies of water, firearms and/or ammunition on the premises. Disinfectants, hazardous items and medications are inaccessible to children. Storage area for poisons are locked and inaccessible to children. The playground equipment and outdoor activity space is maintained and in good condition. Two play yards are free of hazards with adequate cushioning material. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and AC ventilation were evaluated. LPA observed individual storage with children\342\200\231s for children's belongings. Facility sampled water for lead per PIN-21-21 and results are under the 5.5 ppb which is the maximum allowable, meets the regulation. Each classroom consists of filtered water in a water pitcher container for indoor and outdoor drinking water. Children bring their own water bottles from home; facility also has individual disposable cups available. Facility operates full time care Monday through Friday from 6:30 a.m. to 6:00 p.m. Facility Participates in the Food nutrition program and provides children with breakfast, lunch and after noon snack. Children's toilets and hand washing facilities are sanitary and in good operating condition. Age-appropriate sinks and toilets were inspected for availability and good repair. Toilets flush properly; Each restroom has adequate toilet paper, hand soap and paper towels available. Restrooms are cleaned, restocked of toiletries on-site custodian disinfects, and sanitizes daily. An isolation area was inspected, which takes place in the main office. Children have the option for rest time and quiet time if needed. Children are provided with cots for rest time when needed. Blankets and sheets are provided by parents and are taken home weekly for wash. Rooms and floors are safe and clean. Food allergies are noted and are posted in the food preparation area and in each classroom. Contaminated food is discarded immediately, when applicable. Storage containers for solid waste are in good repair with tight-fitting covers. Non contaminated drinking water from a water filtered dispenser is available during indoors and outdoors. The facility is taking measures to keep the facility free of insects, rodents, etc. No excluded adults are present at the facility. Conditions, limitations and capacity specified on license are in compliance. Staff requiring criminal record clearance or exemptions are associated to the facility as indicated on LIS 555 \342\200\223 Facility Roster. First Aid and pediatric CPR reviewed and in compliance. Directors and teachers are currently certified in Pediatric CPR/First Aid which does not expire until 11/12/2024. Child Care Provider Mandated Reporter (AB1207) training is dated 05/05/2023. Facility has all the required posted documents: Facility License, Notice of Parent's Rights Poster, Emergency Disaster Plan, and Earthquake Preparedness Checklist. First Aid supplies, smoke detectors, carbon monoxide (tested 11:05 a.m.) are observed to be operating properly. The fire extinguisher (2A10BC) is reading in green (last serviced on 9/07/2023) and meets the Fire Marshal codes and standards. Food was inspected, and it was properly labeled, stored, and within expiration date. Refrigerator is clean and operating at the proper temperature. A refrigerator is adequately equipped, clean, and free from hazards. Cleaning supplies are out of reach of children. Emergency Drills are conducted every sixth month last drill was conducted and documented on 10/19/2023 at 10:45 a.m. Qualified staff designated to act in the Director\342\200\231s absence has been reported accordingly. Sign In/Sign Out sheets have a full legal signature and time of day. Teacher/child ratios are maintained and adequate supervision is provided during visit. Sample of children's and staff\342\200\231s records reviewed. Children\342\200\231s records include required medical and consent for emergency medical. Staff records contain required documented health screening. The following Incidental Medical Services (IMS) were discussed. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. Upon hired date all staff are required to be immunized and show proof of immunization records according to Title 22 regulations. Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. Director is aware self and all staff are mandated child abuse reporters and have the responsibility of reporting any suspected child abuse to the Child Abuse Hot-line at (800) 540-4000.
