Inspector’s narrative

What the inspector wrote

On 1/20/2026, Licensing Program Analyst (LPA) Devon Carus conducted a complaint subsequent visit regarding the above-mentioned allegation. LPA met with Claudia Krikorian, Director. LPA explained the purpose of the inspection. LPA toured the facility indoors and outdoors, and observed 54 children in care. LPA Carus conducted an interview with 4 staff, and 2 children. Additionally, LPA Carus obtained a copy of the facility's parent handbook, admission agreement for parents, tuition agreement, and reviewed documents pertinent to the allegations filed. On 2/2/2026, 2/6/2026, and 2/9/2026, Licensing Program Analyst (LPA) Devon Carus conducted additional interviews that included parents of children enrolled at the preschool. The information disclosed during the investigation regarding the discussion that occurred between S4 and A1 revealed conflicting statements. In addition, children’s interviews regarding the above allegation revealed that children were not aware of S4 yelling in the classroom. A1 was advised to exit the classroom regarding safety concerns since A1 was not a parent of an enrolled child, or staff currently employed by the facility. Based on observations, interviews and evidence received during the investigation, the allegation is unsubstantiated. Although the allegation staff member spoke inappropriately in the presence of daycare children in care may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violation did or did not occur. Exit interview was conducted and a copy of the report was provided. Appeal rights were reviewed and provided.
