What the inspector wrote
On 4/17/2023, Licensing Program Analyst (LPA) Carol Heath met with the Center supervisor to conduct an unannounced Annual/Random inspection. This is a Title 5 State Preschool program. Present today were 20
children,
2 teachers, and the site supervisor.
Teacher/Child Ratios were observed in the classroom. Teacher/Child ratios are met according to Title 5 of the California Code of Regulations and Title 22 Regulations. The operation house is Monday to Friday, 7:35 am to 10:35 Am. Incidental Medical Services (IMS) were discussed.

Physical Plant:
LPA toured and inspected the preschool classroom. Furniture and equipment were inspected for age appropriateness and good repair. LPA observed individual cubbies with children\342\200\231s names labeled for children's belongings. An isolation area was inspected. Children do not nap since they are only in the facility for half a day (3 hours).
LPA observed cleaning solution was inaccessible to the children. Trash cans do have lids. Unused plugs are inaccessible. Age-appropriate sinks and toilets were inspected for availability and good repair. First Aid supplies, smoke detectors, carbon monoxide, and fire extinguishers were observed. Fire extinguishers are maintained properly. Trash cans with tight lids were observed. The telephone service was verified. Heating, lighting, and ventilation are adequate. LPA observed age-appropriate toys and materials.
LPA inspected and observed two clean bathrooms. Total four toilets, one and 2 sinks. Sinks are functioning properly and are age appropriate. There is an additional bathroom for staff (one toilet, one sink). LPA observed soap, toilet paper, and paper towels readily available.
The outdoor
play equipment was inspected for health, safety, cushioning material, good repair, and age appropriateness. There were no bodies of water observed in the outdoor play area. The play area was inspected and was free of hazards, and loose, or sharp parts. The outdoor playground included various spots of shade. Water is accessible indoors inside a pitcher with cups next to it. The playground does have an outdoor water fountain. The teachers are being proactive by taking a pitcher of water with cups for the children to drink water during outdoor playtime. The playground is well-fenced all around. Equipment was inspected for safety, cushioning material, good repair, and age appropriateness.
The parent board
was reviewed and has all the required forms posted. Fire/earthquake drills current. Children are inspected for illnesses as they arrive. A review of medication policy indicated that prescription medication is administered only with the parent's written permission. The supervisor administers medication and documents the dosage, date, and time on a log. There are currently
no
children in care with IMS needs. There is a separate area for the isolation and care of ill children in the office. There is a mat available for ill children.
Sign-in and out sheets were reviewed. The facility uses a paper sign-in sheet.
Staff Records/ Children Records
Children's records and 3 staff records were reviewed. LPA verified there is at least 1 staff person present with current CPR and First Aid Training (exp. 1/2025). LPA only observed 1 staff completes the Mandated Reporter training every 2 years. All staff receives Measles, Pertussis, and Influenza vaccination. All staff has required fingerprinting associated with the facility.
LPA observed 5 children's files contained all required licensing documents.

Food Service
There is a clean, fully equipped kitchen (off-limits) with a refrigerator, freezer (1), and microwave oven. Allergy lists are posted in the classroom. The facility provides breakfast only. Menus are posted in the classroom. LPA observed an appropriate amount of food and snacks. Cleaning solutions and other chemicals are kept in a cabinet. Soaps, detergents, cleaning compounds, or similar substances are stored separately from food supplies.
Drinking water is available inside the classrooms in the form of water pitchers and disposable cups.

policy was discussed.

Mandated Reporter Training Requirements: \302\2471596.8662

As of January 1, 2018, childcare providers, administrators, or employees who work in a licensed facility shall complete the mandated reporter training provided according to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.
Staff was informed that they need to take mandated reporter training.
Immunization Requirements: \302\2471596.7995
(a)(1) Commencing September 1, 2016, a person shall not be employed or volunteer at a daycare center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.

Fingerprint clearances and transfers
: Before working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review shall obtain a clearance or criminal record exemption.
If a fingerprint clearance has been obtained through the Department, Licensee may request a transfer of a criminal record clearance from one state-licensed facility to another using form LIC 9184

Each report (documenting a Type A citation) shall remain posted for 30 days
along with the Notice of Site Visit (printed out during this inspection). In addition; all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of the report documenting a Type A Citation and sign form LIC 9224 acknowledging receipt. Staff is aware of the required forms for children's files and forms that shall be posted after licensure.

Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements
Summary:
This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed childcare facility are aware of situations that present the greatest danger to children.
No deficiencies are being cited at this time, the facility complies with Title 22
