What the inspector wrote

Licensing Program Analysts (LPAs) Alicia Mooberry and Angelica Wallin conducted an Annual Inspection to the above facility on this date. Upon arrival at 11:30am. LPAs met with Linda Broome, Licensee, who provided tour of facility. LPA explained the purpose of inspection and provided the inspection Entrance Checklist, LIC 126. Upon arrival, Licensee reported the there is current construction in the kitchen since about a month. The Licensee did not report to the department, this poses a potential risk to the health and safety of children in care. At the time of inspection, the only areas accessible to the children are the living room, bathroom (in hallway) and the front yard, this is due to the kitchen is being renovated, the bedrooms and backyard are used to store the kitchen construction items and is not safe for children and made inaccessible by closed doors. There was one (1) child present during inspection. Per licensee, there are 4 children enrolled in the daycare. LPAs inspected rooms on the facility sketch in which child-care services are provided and to which children have access. Per licensee the hours of operation are Monday-Friday 6:30am-4:00pm LPA's observed a handyman in the kitchen, inaccessible to children care. Individuals residing in the home were discussed and noted. This is a one story 3 bedroom 2 bathroom home with a living room, dining room area, kitchen, detached garage, and fenced backyard. Areas that are used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation, and heating. Rooms that are off-limits need to be made inaccessible during operating hours. The licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary. Page 1 \342\200\223 Report Continues LPA Mooberry provided updated Publication (PUB) 394- Notification of Parent Rights with current Regional Office information. LPA observed Licensing Form (LIC) 9148- Earthquake Preparedness form posted in the family room. LPA reviewed completed facility records including LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan. Licensee was advised to post the required posted documentation in a location visible to parent/guardians of children in care. Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher indicated fully charged and was serviced on 11/2022, Licensee was reminded that fire extinguisher needs to be serviced yearly. The home maintains telephone service via cell phone. The home is observed to be clean and orderly. There are toys and other age-appropriate material available. LPA observed that cleaning compounds are in kitchen inaccessible to children in care. The bathroom that children use is in the hallway toward the rear of home and observed to be clean and free of hazards. Per Licensee there are no firearms or weapons stored in the home. Children that are ill during care are separated from the other children in care. LPAs observed mats and bedding for napping. According to Licensee and facility roster, there are currently no infants in care, LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Currently, children are using the front yard observed not to be fenced for outdoor play and they walk to the park for outdoor playtime. In the interim while the kitchen is remodeled. Per licensee, there are no pets in the home. There are no bodies of water on the premises. Staff and Children\342\200\231s records were reviewed for required documents. ------------Page 2 \342\200\223 Report Continues Incidental Medical Services (IMS) policy was discussed. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Based on the LPA's observations and records review the facility is cited 1 "B" deficiency for failure to report construction in the home and changes to areas accessible to children in care. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Linda Broome.
