What the inspector wrote

On 01/28/2026, Licensing Program Analyst (LPA) Lisa Clayton conducted an unannounced Annual Required 3 Year Inspection at The First School, Ocean Park. LPA Clayton was greeted by Director Cindy Borland. LPA Clayton observed 48 children being cared for and supervised appropriately by 8 fingerprint cleared staff members. Facility hours of operation are Monday \342\200\223 Thursday, 8:00am \342\200\223 4:00pm, and 8:00am \342\200\223 2:30 pm on Friday. The Center provides morning snack and water. LPA Clayton toured the facility indoors and outdoors for a Health and Safety Inspection. The Center provides care to children ages 2 \342\200\223 entry into first grade. LPA Clayton inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment in the classrooms are in good condition, free of sharp, loose, or pointed parts. The sinks and toilets are in safe and sanitary operating condition, and floors in the facility are clean and safe. LPA Clayton observed the surface of the outdoor activity space to be maintained in safe condition and is free of hazards. There are no pools, ponds, or any other bodies of water on the property. There are no firearms or ammunition allowed or stored on the premises. All disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible to children in care. LPA Clayton conducted a Health and Safety inspection of the food storage area and observed it to be free of litter/rubbish and free of rodents/vermin. All food is protected against contamination, and any contaminated food is to be discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. The CCC completed Lead testing April 12, 2023 - No Lead Exceedances. The Child Care Center has a Fire Alarm System with alarm switches in the Butterfly classroom and the Sunflower Classroom. LPA Clayton observed fully charged 2A10BC Fire Extinguisher and a working carbon monoxide/smoke detector combos in each of the 3 classrooms, and a fully charged 2A10BC Fire Extinguisher in the bathroom area. LPA Clayton reviewed documentation indicating the staff are conducting drills according to Title 22 regulations. LPA Clayton reviewed 8 children\342\200\231s files and observed the files containing current immunization records, contact information of parents and authorized representatives, authorization for medical treatment, signed Parent\342\200\231s Rights and signed Personal Rights receipts. LPA Clayton advised Director to update the children immunization forms (copy provided). LPA Clayton reviewed 6 employee files and advised Director Cindy review teachers transcripts and forward copies to the Department for verification. Director Cindy was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. LPA Clayton instructed Director Cindy to complete an IMS Plan for all children who medication is required and to place a copy with the medication, a copy in the child\342\200\231s file and forward a copy to the Department via USPS. Director Cindy was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA Clayton reminded Director Cindy to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. During today's inspection, LPA Clayton observed a "baby group" class consisting of a class leader, 5 moms and 5 infants ages 4 \342\200\223 6 months in the Lady Bug room (a licensed day care classroom). Director Cindy stated that the baby group classes are conducted 2 days a week, for 1.5 hours since September 2025. LPA Clayton reminded Director that the day center is licensed for children ages 2 \342\200\223 entry into first grade. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and/or Health and Safety Codes, 1 (one) Type A Deficiency and 1(one)Technical Violation were cited/issued. LPA Clayton informed director Cindy that this report dated 01/28/2026 documents 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Also, LPA Clayton informed the Director Cindy Borland to provide a copy of this licensing report dated 01/28/2026 that documents the Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the Director Cindy. A notice of site visit was given and must remain posted for 30 days.
