PERSONAL RIGHTS
(a) Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless....These rights include, but are not limited to, the following:(2) To receive safe, healthful, and comfortable accommodations..... This requirement is not met as evidenced by: Based off interview statements from parents that they have picked up their children from the day-care in soiled diapers in the past but didn’t think it was a concern and Parents also disclosed they rarely received their children bedding to take home weekly for cleaning and old soiled sheets would be giving to take home every so often for cleaning. LPA observed children sheets that with stains which poses a potential risk to children in care.

(a) Upon presentation of identification, the responsible parent or guardian of a child receiving services in a child day care facility has the right to enter and inspect the facility without advance notice during the normal operating hours of the facility or at any time.... This requirement is not met as evidenced by: Parents disclosed they did not know they were allowed to go inside because they were used to waiting at the door during pick-up and drop offs and never been invited inside the facility since the pandemic which poses a potential risk to the health, safety and/or personal rights to the children in care.
