On 8/12/25 Licensing Program Analysts (LPAs) Devon Carus and Veronica Wheatley conducted an announced case management licensee-initiated inspection for the purpose of adding a toddler component. LPAs met with Shannon Kolb, Director and toured the facility. The applicant is requesting a decrease to their preschool license from 140 to 128 children ages 2 years \342\200\223 6 years and to add a Toddler Component with capacity to 12 Toddlers ages 18-36 months. Classrooms 1, 2, 3, 7, 8, 9, 10, 11, and 12 will be dedicated to the Preschool. Classroom 5 will be dedicated to the toddler program. The hours of operation are Monday - Friday 7:45AM \342\200\223 4:30PM. The fire clearance was approved on 2/26/2025. Upon arrival there were 104 children present.
Indoor Classroom measurements
The Toddler indoor measurements contain a total 321.28 sq ft of which will not accommodate the Licensee\342\200\231s request for 12 Toddlers. Based on today\342\200\231s measurement, the facility indoor space limit is 9 children/capacity.
Outdoor Play Area measurements
The toddlers will use the yard located on the east side area. The outdoor measurements contain a total of
889.85 sq ft which will not accommodate the request for 12 Toddlers however it will accommodate for 11 capacity based on today\342\200\231s measurement.
LPA Carus and Wheatley toured the accessible areas and classrooms located in the facility. The facility has a total of 1 sink and 1 toilet for this designated classroom to use. Additionally, there are 2 toilets and 2 sinks in the outdoor section of the proposed toddler playground.

The following was observed.
Parents will sign in and out on physical copies on a sign in and out sheet that is made each day. Providers are to ensure that such records are immediately available upon request for inspection and audit by program staff.
The facility provides
drinking water that is
readily available in each class and on the playground areas. Additionally, parents may provide drinking water for the children as an alternative.
There are carbon monoxide detectors located in the classrooms.
LPAs observed a First aid kit with the required materials including a handheld digital thermometer, ice pack, gauze, and band aids.
Furniture and equipment were observed to be maintained in good condition, free of sharp, Loose or pointed parts.
Tables and chairs were observed to meet the needs of the children.
All play equipment and materials used by children were observed to be age-appropriate.
There are cubies in all classrooms for storage of children's clothing and personal belongings
The classrooms have central heating and air conditioning units for heating and cooling. The classrooms were clean and in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. The facility is equipped with landline telephones in the office area.

The following corrections are needed before licensure will be considered. Corrections are due by 8/19/2025

Items designated for children outside of the toddler age range will be removed from the toddler playground prior to licensure.

An exit interview was conducted with the above items discussed and a copy of appeal rights and this report was provided to the Director, Shannon Kolb. Final license determination will be made upon review by the Licensing Program Manager and correction of the above issues.

The following items were discussed:
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018,
requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in

Incidental Medical Services (IMS) policy was discussed. For IMS information see

The Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Medication is stored on top of a tall cabinet in the staff offices, and is inaccessible to children.
LPAs observed the disinfectants, cleaning solutions, and other items that are dangerous to children in locked and in high cabinets above the classroom sinks.
The required postings are posted in a common area for parents and visitor\342\200\231s review. The Director\342\200\231s office will be used as an ill/isolation area. Ill children will use the outdoor restroom adjacent to the staff offices.
LPA observed fire extinguishers with inspection dates.
The program provides snacks. LPA observed a posting of the monthly snack menu.
Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the outdoor activity area. LPA observed outdoor shaded areas. LPA did not observe any bodies of water on the premises. There are no firearms on the premises.
