What the inspector wrote

On 05/17/2023 at 8:04 A.M. Licensing Program Analyst (LPA) Jillinda Chandler made an unannounced visit to Children of Promise preschool for the purpose of conducting a 1 Year Required / Annual Random inspection. Upon arrival LPA was unable to access the facility. LPA attempted to ring the entry bell and there was no response. The entry gate was locked with a pad lock and chain. LPA observed a note on the gate stating to call (310) 901-3648 for access to the facility. LPA called the posted number at 8:46 A.M. and made contact with Trena Lawson, the schools administrator. Ms. Lawson agreed to come to the facility in approximately 15 minutes. Ms. Lawson arrived at approximately 9:13 A.M and a tour of the facility was conducted. No children or other staff were present during todays inspection. LPA observed the preschool class room and the office to be under major construction, per Ms. Lawson construction began approximately 30 days from today. Ms. Lawson states children had not been in care sine 4/21/2023, so there was no parent notifications required. LPA observed the toddler classroom, there were age appropriate furniture found to be in good condition, adequate lighting, the restroom in the classroom contained 2 sinks and 2 toilet in operable condition. Fire extinguisher last serviced 4/10/2019, were with-in operable range and a carbon monoxide detector was observed in the kitchen. The school has a fully functional kitchen for storage and refrigeration. There outdoors area was observed and there were no hazardous conditions. LPA informed Ms. Lawson was informed of AB 2370 - Lead Testing of Water in Licensed Child Care Centers, LPA referred Ms. Lawson to the department website at www.ccld.ca.gov to review PIN 21-21-CCP. A type B citation was issued for non-testing requirements Ms. Lawson was also reminded of Reporting Requirements per Title 22, section 1 01237 Alterations to Existing Buildings or New Facilities : (a) Prior to construction or alterations, the licensee shall notify the Department of the proposed change(s). (b) The Department has the authority to require the licensee to obtain a building inspection by a local building inspector if the Department suspects that a hazard to children's health and safety exists. A type B citation was issued, for non-reporting requirements. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/process . facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Trena Lawson.

    Based on observation, the licensee did not comply with the section cited above in observation of the preschool classroom, the room was under major construction, no equipment or fixtures were observed. Walls beams and wiring were exposed and the licensee did not report to the department. No children were in care during todays visit which poses a potential safety rights risk to persons in care.
