What the inspector wrote

On 03/10/2026, Licensing Program Analysts (LPA) Doris Whitmore, Judy Laureano and Patsy Plancarte made an announced visit to PACE Anderson Head Start for the purpose of conducting a case management inspection. The center is located on the premises of Anderson Elementary. The applicant, Pacific Asian Consortium in Employment (PACE) is requesting a room change for their preschool license, ages 3 \342\200\223 5 years. The applicant is requesting to serve a total of 18 preschool children. LPA\342\200\231s met with Amanda Velasquez, Assistant Director who provided a tour of the facility according to the provided facility sketch. LPAs observed 11 children and two staff members providing care and supervision. Present during today\342\200\231s inspection is Monique Randolph Regional Site Director There is one classroom dedicated to the pre-school program. Childcare days are Monday \342\200\223 Friday, 8:00 A.M. \342\200\223 2:30 P.M. There is an approved fire clearance on file conducted on 02/20/2026 by Inspector Matthew Knight of Los Angeles Fire Department. INDOOR ACTIVITY SPACE Fire extinguishers were 2A10 BC or larger, recently installed. Smoke detector is connected to the Anderson Elementary School. Carbon monoxide detectors were observed operable condition in classroom. The required postings was observed posted in a prominent area for parents and visitors\342\200\231 view. Parent Board will be located outside the classroom, room 50. Parents and authorized adults will sign children in an out, using their original signatures. Parents will enter the facility through Freeman Street. Age-appropriate furniture and equipment was observed in good repair. LPAs observed age-appropriate toys and furniture. The first aid disaster kit was observed and inspected. LPAs reminded facility admin to add the required essentials to the kit as needed. Cubbies were observed for children\342\200\231s belongings. Napping cots were observed in space. Page 2 Per applicant drinking water will be provided through filtered water jugs. Water will be readily available both indoors and outdoors. The facility has central heating and cooling. Windows were in good repair free of chipping paint, dirt, insects, or debris. Adequate lighting was observed. The classroom was clean in good repair. Trash cans used for solid waste were observed with tight fitting lids. Classroom was observed with two sinks. No Fireplaces or open face heaters were observed. Storage for disinfectants and cleaning solutions and other toxins or poisons were made inaccessible to children in care, located in the kitchen and top shelf of classroom. Children will isolate in the office and use the teacher\342\200\231s restroom. A cot/mat should be available for use in the isolation area. Children shall be always monitored, and restroom shall be sanitized after every use. The facility was equipped with working a working telephone. As of 3/10/2026 the preschool indoor activity space measured at 925.99 square feet divided by 35 square feet, equals 26 children , which will accommodate the applicants requested capacity. Food Service: Meals and snacks will be provided by facility. Facility contracts with a third-party vendor, Chefable. LPAs observed prepping area, with sink, storage for food and refrigerator that did not have thermometer, foods and toxins or chemicals shall be stored separately. The food prepping area is located between both classrooms. Restrooms: Children will have access to a total of 5 sinks and 2 toilets. The restrooms were clean and sanitized with necessary toiletries, sinks and toilets were operable and in good repairs. Faucets delivered cold water. Outdoor Activity Space: Age-appropriate children\342\200\231s apparatus. LPAs observed the manufacture\342\200\231s sticker reflected ages of children; 2-5 years old. Resilient cushioning was observed in fair condition under climbing apparatus. Children\342\200\231s apparatus and play area was observed shaded for children to play. Water will be made readily available when children are outdoors. Page 3 As of 3/10/2026 the outdoor activity space measured at 3543.0811 square feet divided by 75 square feet, equals 47 children. Based upon today\342\200\231s inspection the facility shall be recommended for room change. Application request will be reviewed with Licensing Program Manager for final resolution pending manager's approval.
