What the inspector wrote

On 10/11/2022 Licensing Program Analyst (LPA) Judy Laureano conducted a complaint inspection to deliver the findings regarding the above-mentioned allegation. LPA met with Director Cheryl Gartsman. There were 27 children in care and 5 staff present. On this date LPA also delivered a report- LIC 9099 from a visit conducted on 9/29/2022. On 07/22/2022 at 9:15am, Licensing Program Analyst (LPA) Lisa Clayton arrived at the facility for the purpose of conducting an initial complaint investigation. Upon arrival LPA met with Director Cheryl Gartsman. LPA advised Director Cheryl that the purpose of the inspection is due to a complaint received by the El Segundo Child Care Regional Office (ESCCRO) on 07/20/2022. LPA observed 36 childcare children in care and 6 staff members. LPA Clayton toured the facility, obtained a copy of the Children’s facility roster and teacher contact information. Based on the information obtained, further investigation is needed at this time. On 9/29/2022 LPA Laureano began investigative interviews with director and staff. On 10/4/2022, LPA reviewed documents received; Face to Name log, staff roster and contact information. Based on record review and interviews with relevant parties, there is a preponderance of evidence to prove the alleged violation did occur. Therefore, the allegation is SUBSTANTIATED. LPA Judy Laureano issued one Type A deficiency citation during today's inspection (see LIC 9099-D for details). An exit interview was conducted and a copy of this report along with the Notice of Site Visit and Appeal Rights were provided to facility director Cheryl Gartsman.
