What the inspector wrote

LPA Almanza interviewed 4 parents and they disclosed that they are content with the child care services they are receiving from the child care center. Parents disclosed that their infant children like the facility staff, a parent described that their infant child pushes away from them during drop off to go toward the staff. Other parents interviewed have not had issues with the services provided by the child care center. LPA Almanza interviewed seven staff and they disclosed that they have not observed staff handling children in a rough manner. Staff are denying handling children in a rough manner as well. On 06/06/23 and 06/15/23, LPA conducted an unannounced site visit. LPA inspected the infant center and observed staff interacting with children. LPA observed infants participating in rug activities supervised by staff which appeared to be for hand eye coordination/manipulative control. LPA did not observe infants crying and staff spoke to infants in a calm composed tone of voice. LPA did not observe any interactions of concern. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Cheryl Gartsman, Director. Page 2 of 2

    Staff-Infant Ratio, There shall be a ratio of one teacher for every four infants in attendance.This requirement is not met as evidenced by: Based on observation, interview, and record review, on 06/15/23 the Infant classroom 1 was out of ratio from 8:43 AM to 9:54 AM, which poses a potential Health or Safety, or personal rights risk to persons in care.

    Limitations on Capacity and Ambulatory Status, It shall be permissible for a child whose developmental needs require continuation in an infant care center to remain in an infant care center up to a maximum age of three years. This requirement is not met as evidenced by: Based on LPA’s observation, interviews conducted, and records reviewed, on 06/14/23, from 07:07-07:33 am, there were five pre-school children, one school-age child and three infants commingled in the lobby. This poses a potential health, safety, or personal rights risk to the children in care.
