Inspector’s narrative

What the inspector wrote

According to the Assistant Director, the facility follows a diapering schedule with changes occurring every two hours. Assistant Director stated that staff are not permitted to handle children roughly, and if a staff member is having difficulty with a child, they are advised to redirect them. Infants are not forced to nap; if a child does not wish to sleep, staff will provide alternative quiet activities. For infants not yet eating solid foods, parents supply milk or formula and snacks. Staff follow individualized feeding schedules based on parental guidance at drop-off. Older infants and toddlers receive meals and snacks provided by the center, and additional food is available upon request. Children are never denied food. Staff interviews confirmed that diapers are changed every two hours or as needed. Staff reported no observations of other staff handling children in a rough manner and stated that redirection is used when children are misbehaving. No instances of children being forced to nap were reported. Staff also stated that younger infants are fed according to their individualized service plans, while older infants eat meals provided by the facility. Staff wait for children to finish eating and offer additional food if requested. Parents interviewed did not express any concerns related to the allegations. No information was provided by parents that supported the claims made by the Reporting Party. Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegations to be true. Therefore, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are Unsubstantiated. The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Cheryl Gartsman, Director and appeal rights were provided. Page 2.
