What the inspector wrote

On 7/24/24 @ 1:45pm, Licensing Program Analyst (LPA) Ranita Richmond arrived at the above named home for an unannounced case management deficiencies visit. LPA was greeted by licensee Ziba Esteva. LPA observed 10 children being cared for by licensee alone. Five children were infants under the age of 2 years of age. LPA requested facility roster from licensee for review. Licensee, Ziba Esteva, having more than eight children in care with no assistant present, causes an immediate risk to the health, safety and/or personal rights to the children in care. Due to Licensee, Ziba Esteva, having more than four infants in care with no assistant present, causes an immediate risk to health, safety and/ or personal rights to the children in care. Type A citations cited. At approximately 2:10pm fingerprint cleared assistant arrived to home with one additional child. The capacity is now 11 children being cared for by licensee and one assistant. Five of the eleven children are infants under the age of 24 months. Having more than four infants in care with an assistant present, causes a potential risk to health, safety and/ or personal rights to the children in care. Type B citation cited. LPA reviewed staff ratio and capacity regulations with licensee. LPA provided visual representation via printed capacity requirements for FCC document for review and reminder. LPA reviewed prohibited items with licensee and provided a printed handout of items that are prohibited in Family Day care homes. An exit interview was conducted, a copy of this report was read and provided to Licensee Ziba Esteva. Citations issued during this visit per Title 22 Regulations and Health and Safety Codes. See LIC 809D. Notice of Site Visit was provided and required to be posted for 30 days.

This requirement is not met as evidenced by:LPA observation shows that licensee was in home caring for ten children with no assistant present.
