What the inspector wrote

On 4/30/26, Licensing Program Analyst (LPA) Angela Luz met with Licensee Mariza Mendoza, to conduct an unannounced annual/random inspection. Also present at the time of inspection were 4 infant aged children and 7 preschool aged children, and 2 fingerprint cleared and associated assistants. The home was toured to conduct a Health and Safety Inspection. Entrance checklist for Family Child Care Home was provided and licensee was reminded of documents to be posted in a prominent, publicly accessible area of the facility. Days and hours of operation are from Monday to Friday, 7:30PM-5:30PM. English and Spanish are spoken to the children in care. Licensee is bilingual (Spanish/English), and their preferred language is Spanish. The facility is doing business as Readiness Family Day Care. The home is a single story single family home. Licensee toured the on limit areas of the facility with LPA. The home is neat and free of debris with heating and ventilation for safety and comfort. The ON LIMIT AREAS are the living room, dining room, kitchen, bedroom 1, bedroom 3, office, patio, and backyard. Bedroom 1 is used as a sleeping area for infants. Bedroom 3 is used as an indoor play room and the sleeping area for preschoolers. The office area has tables and chairs for eating and activities. Children have access to working toilets and sinks in the office area and the backyard. The OFF LIMIT AREAS are bedroom 2, bathroom in hallway, and detached Accessory Dwelling Unit (ADU). There is a gate with a lock leading to the ADU to prevent access from children in care. Licensee stated the ADU is used for when they have visitors and nobody lives there. The hallway bathroom door remains closed. All bedrooms in the home have child locks on the doorknob leading into the room. The isolation area is the living room. The outdoor play area is free from defects or dangerous conditions and is fully fenced. LPA noted age appropriate materials for both preschool and infant children. There have been no changes from the areas previously identified as OFF LIMITS or alterations to existing building or grounds. There are no bodies of water. All hazardous materials and toxins are kept out of the reach of children. Licensee understands that any materials that are labeled “Keep out of reach of children” or have similar messaging should be kept out of reach from children in care. Licensee states that there are no firearms or other weapons on the premises. The home has a fully charged 3A40BC fire extinguisher last serviced 9/1/24, working smoke detector, working carbon monoxide detector, and working telephone. Licensee informed LPA their local fire authority informed them to have their fire extinguisher serviced every 2 years. There are ample age-appropriate toys that appear to be safe and in good condition. Licensee states they use redirection, attention, and affection as forms of discipline. Licensee understands that children's personal rights should not be violated, including but not limited to, no corporal punishment, interference with eating, intimidation, or other actions of a punitive nature. Licensee understands that children are treated with dignity, receive safe, healthful, and comfortable accommodations. Licensee provides meals and snacks to children in care. They serve whole milk to children under 2 years old, and 1% milk to children over 2 years old. LPA reminded that Licensee is required to be present for 80% of operating hours per day. Licensee understands how to report Unusual Incidents/Injuries. LPA noted 3 traditional drop side cribs. The cribs do not meet the current United States Consumer Product Safety Commission safety standards. Licensee understands they have to obtain cribs or play yards that meet the current safety standards. The cribs do not hinder entrance or exit to and from the space where infants are sleeping. The mattresses in the cribs are firm and covered with a fitted sheet that is appropriate, fits tightly, and overlaps the underside of the mattresses. Each infant’s bedding is used for them only and cleaned weekly or before use by another infant. There are no loose articles and objects, bumper guards or objects hanging above or attached to the side of the cribs. The door to the room where infants are sleeping remains open so that staff can observe the sleeping infants without moving the door. LPA reviewed Safe Sleep Requirements and Licensee understands Infant Safe Sleep requirements. Licensee Pediatric CPR/First Aid is current and expires 4/1/28. Licensee Mandated Reporter Training for Child Care Providers is current and expires 12/11/27. Licensee was reminded that Mandated Reporter Training (AB1207) and CPR/First aid certifications needs to be renewed every two years. A current copy of the facility roster was viewed. LPA noted Affidavit Regarding Liability Insurance (LIC 282) in children’s files. The Licensee conducts fire and disaster drills every 6 months, the last drill was in January 2026. LPA reminded to document when they practice the drills. LPA advised to place the fire drill log with their postings so they can remember to log it when they practice the drills. LPA reviewed 6 children files and 3 staff files during today's inspection. All children files reviewed today were complete. Each infant under 12 months of age has an Individual Infant Sleeping Plan maintained in the file signed and dated by the infant’s authorized representative. Documentation of infant sleep checks every 15 minutes that notate any signs of distress are maintained in their file. Staff 2 and Staff 3 were missing current Mandated Reporter training. Staff 2 and Staff 3 were missing proof of TB clearance. Licensee, Staff 2, and Staff 3 were missing proof of immunization against measles and pertussis. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Mariza Mendoza, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
