What the inspector wrote

On 2/20/2026, Licensing Program Analysts (LPAs), Suzette Ornelas and Samantha Barba arrived at the above mentioned address for the purpose of conducting an unannounced Annual Required Inspection. LPAs were met b y Licensee's, GASTON, NELLY & ROSARIO. Days and hours of operation are Monday through Friday 7:00am-5:00pm. LPAs toured the home inside and outside and a census was taken. LPA observed 3 day care children and 2 adults. Capacity as specified on the license is being maintained. All areas identified on the facility sketch were inspected. Licensee's home is a single story 3 bedroom, 2 bathroom home. There are no animals in the facility. Children in care have access to the bathroom located in the hall way between 2 of the bedrooms and children must be supervised when using the bathroom. Main care is provided in a play room located at the rear of the home. Licensees use 2 bedrooms for children to nap. All children eat inside the playroom; playroom is attached and is part of the home. The rest of the home is off limits to children in care and made inaccessible by the use of closed doors and supervision. Children also have access to the bathroom, which is located in the hall way. The home has working telephone service and LPA confirmed the phone number is (818) 984-4274. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The First Aid Kit was observed and complete. Per LIS the facility annual fees are current. The facility roster was not observed to be complete and current. Licensee, will submit an updated facility roster to LPA Ornelas via email. There are age appropriate toys and napping equipment on the premises. LPA observed one cabinet in the kitchen, one lower cabinet in the hallway that requires a latch and knives that LPA requested to be out of sight. The required fire extinguisher (2A-10BC) was serviced on 10/20/2026. Smoke detectors and Carbon Monoxide Detectors are in operable condition and tested by licensee. Facility provides daily meals for the children. Licensee has posted as required the License, and all other required postings in a visible location. Per licensee, space in the living room will be used as the isolation area. Licensee reports she has no firearms or weapons in the home. Home does not have a fireplace. There are no bodies of water at the facility. There is currently 2 infants in care. LPA provided safe sleep information. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. LPA reviewed 5 children's records and observed records were complete. An emergency fire/disaster drill has not been completed and documented within the last 6 months. Licensees and Assistants pediatric CPR/First Aid is not current. During todays visit, Licensee scheduled an appointment for the training on 2/24/2026. A review of records indicates that all employees and/or volunteers do not have immunization records on file. Licensees will provide proof to LPA via email. Licensees have not completed the Mandated Reporter Training within 2 years. All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. Licensees will provide proof of completion to LPA via email. LPA provided licensee with information on PIN 25-01-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, 4 deficiencies are being cited (LIC809D). This report shall be made available to the public upon request. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, GASTON, NELLY & ROSARIO.
