On 5/13/25, Licensing Program Analysts (LPAs) Crystal Ali and Giovanni Cristales conducted an unannounced annual random inspection. The LPAs disclosed the purpose of the inspection and was granted entry by the licensee. The Licensee guided the LPAs on a tour of the home. Upon entry to the facility, the LPAs observe one child and licensee providing care and supervision. This is a large capacity licensed home. Licensee's facility child roster is current and maintained up to date. There are no IMS children. The operational childcare hours are Monday through Friday from 6:00am-6:00pm. Licensee states that she is willing to work with parents if they need daycare outside her normal business hours. Licensee states that she only has two child enrolled at this time. Staffing Ration and Capacity: This is a two-story family home. There is a living room, dining room, family room, kitchen, five bedrooms, four bathrooms, laundry area, garage, and backyard. The off-limits areas are the entire upstairs (four bedrooms and two bathrooms), kitchen, garage, and living room. All off-limit areas are inaccessible due to safety gates and locked doors (in home). There are no bodies of water on premises. Per Licensee states there is no smoking and no weapons on the premises. Physical Plant: The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The daycare areas are the family room, dining room, two bathrooms (downstairs), one master bedroom, and outside play yard area. Licensee does provide food for the children (breakfast, lunch, afternoon snack). Licensee is in the Ventura food program. The children can bring packed lunches. Those lunchboxes that don’t have ice packs are placed in the refrigerator for the children in care. Licensee provides drinks for the children. Licensee states no children with allergies. LPAs observed no window cords in the daycare areas. There are no pets in the home. There are age-appropriate toys and equipment on the premises. The First Aid kit included a temperature thermometer, tweezer, scissors, gauzes, and cleansing pads/solution was observed to be complete and inaccessible to children kept in top left cabinet in near kitchen sink. Licensee uses a landline for daycare business. The dining room area can seat 10 children. Napping: Children are provided napping when needed. Licensee provides napping materials, mats and blankets. LPAs observed one crib and two mats for napping. Licensee states additional mats are in the garage. Napping materials are cleaned by licensee. Licensee provides napping materials and cleans napping materials weekly. Licensee states that if a child is sick then she will wash napping materials the same day. Transportation: Licensee stated she does provide transportation. Licensee drops off children to school and pick up children from school. LPAs verified the licensee driver license and car insurance is valid. Kitchen: Knives were observed in kitchen on top of the refrigerator inaccessible to the children. Licensee states there are no children on medication. Medication are to be kept in the kitchen top cabinet next to refrigerator inaccessible to children with a safety latch. LPAs observed no safety latches. Licensee stated she will place safety latches on the two cabinets. There are no cleaning supplies in the kitchen. Licensee states all cleaning supplies are locked in the garage inaccessible to children. LPAs observed chemicals and cleaning supplies in the garage. Fire Extinguisher: The required fire extinguisher (2A10BC) is reading in green and in located on the wall in kitchen. Smoke detectors were found to be in compliance per Fire Marshall Standards. Carbon Monoxide detector was tested by LPA Cristales and is in compliance. Fire and Disaster drills are conducted at least every six-months, last drills were recorded in 5/2/25. Licensee states that she does not know when was the last time the fire marshall came to her home. She states it has been a long time. Bathroom: The daycare has two bathrooms. First bathroom is located in the hallway last door on the right. It has 1 sink and 1 toilet. Bathroom #2 is located in the bedroom that is used for the daycare. Licensee states this bathroom is used for changing diapers and potty training, and that there is no running water in the bathroom. This bathroom has 1 sink, 1 toilet and shower/tub that is used to storing toys. LPAs observed a diaper changing table. Both bathrooms are clean and in good repair. The light switch in bathroom #1 needs to be replaced. Outdoor Space Activity: The outdoor area is the backyard. The back yard has four toys that need small repair and one red wagon that needs to be removed due to being unusable. Licensee states she will make the repairs and/or remove the toys. LPAs did not observe any toys to be sharp. LPAs observed five chairs that need to be removed due to them being damage and unusable for children. LPAs also observed a storage container that has fallen apart and needs to be fixed (popped back into place). Licensee stated that the storage fell apart yesterday due to the wind. The play yard area has two small play equipment’s with a slide in the grass area of the yard. LPAs also observe a basketball hoop, soccer goal, and other toys for children to use. The fence surrounding the play yard in good condition. Records/Documentation: LPAs reviewed with site supervisor the LIC 126, records to be maintained at the facility, for child’s records, personnel records, administrative records, and parent board. Licensee was able to provide a valid Pediatric CPR/First Aid training valid until 7/18/26. Licensee mandated reporter training expires 2/8/26. Children record files are incompliance. Licensee had all the required posted documents: Facility License (LIC 203A, Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148). Criminal Record Clearance - Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - Family Child Care Homes LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org – Family Child Care Homes Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Megan’s Law - Family Child Care Homes During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety codes. A notice of site visit was given and must remain posted for 30 days.
