What the inspector wrote

On 1/07/2026, at 2:15 PM PST, Licensing Program Analyst (LPA) Seena Parsapour conducted an unannounced Annual/Random Inspection of the above-mentioned Child Care Center (CCC). LPA met with the Administrator, Katie Oberman, and explained the purpose of the inspection. LPA, in the company of Administrator, toured the interior and exterior of the CCC in its entirety. The CCC utilizes two (2) classrooms along with one (1) outdoor play area divided into three (3) zones. The CCC operates from 6:30 AM to 8:30AM, and from 1:00PM to 6:00PM, Monday through Friday, and from 11:00AM to 6:00PM on Wednesdays. At the time of the inspection, LPA observed sixty six (66) children in care, along with thirteen (13) staff members providing care and supervision. LPA observed required licensing documents posted near an entry door of the CCC. The CCC uses electronic sign in/sign out logs using the Daxko platform. LPA notes the application contains the children’s arrival and departure times as well as entries of the authorized representatives/parents. The CCC is clean and orderly. LPA observed age-appropriate toys and furnishings throughout the CCC. LPA observed carbon monoxide detectors and smoke detectors within both classrooms of the CCC, one of which was tested at 2:49PM and found to be operational. LPA observed designated bathrooms in the outside area for the use of children in care. The CCC's bathrooms were found to be safe, sanitary, and in operating condition. LPA notes the classrooms are portable-type buildings on a larger shared campus. In each of the two (2) classrooms, LPA observed sharps, disinfectants and cleaning solutions, and other hazardous items stored in areas inaccessible to children in care. Children bring snacks and lunches from home, and the CCC provides daily snacks. The CCC has an operational refrigerator in one of the classrooms, with a digital menu made available to parents of children enrolled at the CCC. LPA notes that all drinking water is delivered to the CCC, which is filtered and which undergoes lead testing. Potable water is not plumbed to the CCC, due to the portable nature of the buildings/structures. (Cont. 809-C, Page 2) CCCs constructed before January 1, 2010, are required to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA notes there is a Water Use Attestation on file. The CCC has an outdoor play area, which is utilized in three separate zones. LPA reminded Administrator that care and supervision are required for all children in care, at all times. LPA observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects and there is adequate cushioning to absorb falls. Shade is provided in the outdoor area by way of sun sails. No bodies of water were observed on site. A random assortment of staff and children’s records were reviewed. The children’s records were found to be current and complete with emergency contact information and other required licensing forms. At 3:55PM PST, during record review and upon interviewing the Administrator, LPA discovered that current AB1207 Compliant Mandated Reporter Training Certification was not on file for Staff #04 (S4). LPA notes that the training constitutes General Training despite not being AB1207 compliant, with a certification date of 5/31/2024. The staff records reviewed were otherwise found to be current & complete with current Mandated Reporter training, teaching qualifications, and other required licensing forms. LPA reviewed the facility's fire/emergency drill log and notes the last drill was conducted on 12/05/2025. Administrator informed LPA no firearms/weapons or ammunition are stored on the premises. This facility does not provide Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Cont. 809-C, Page 3) Administrator was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Administrator was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
