On September 4, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed seventeen (17) day care children in active play and four staff. The facility is open from 8:15 am to 11:45AM. Monday-Friday. All employees, 18 years and over have a Criminal Record Clearance (DOJ/FBI) and Child Abuse Central Index Clearance and are associated with the facility. Physical Plant: There are two (2) clean and safe classrooms, the telephone service, heating, ventilation, and lighting are adequate. The daily schedule and activities were posted. There are cubbies for children's belongings that are labeled with their names and photos in each classroom. The furniture, books, equipment, toys, and materials were appropriately aged and not damaged. There were activity rugs inside the room for play. Representative stated that the rugs are cleaned every six months. Drinking water is available inside the classrooms in the form of water dispensers and labeled cups. Representative stated the cups are cleaned daily. Representative stated there is no napping. First Aid Kits were in each classroom inside a cabinet. There is an Emergency Survival Kit kept in a trash bin outside the classroom it was observed to be sealed. Trash cans have secure lids. The temperature inside the room was comfortable.Representative stated, the fire extinguishers, smoke detectors and carbon monoxide detectors throughout the day care center are all operable and were checked during the fire inspection. Bathrooms: There are three restrooms accessible for the children each had one toilet, and one hand washing sink that function properly and at the appropriate height. There was a potty chair and changing table in one bathroom. There is a hand washing sink in each classroom. LPA did not observe any accessible hazards. There was soap, toilet paper, and paper towels available. The staff restrooms are in the classroom to the far left and labeled. Kitchen: There is no kitchen. Representative stated the facility provides morning snacks and milk or juice and 1% milk is provided. The menus are posted inside the class. There are no known allergies and no allergy list. The chemicals and cleaning supplies are kept separate from the food were inside classroom #2 in a lower cabinet next to the sink. LPA observed the cabinet not locked. Representative stated the staff forgot to lock the cabinet. Outside: Outdoor play equipment was inspected for safety, cushioning material, good repair and is age appropriate. LPA observed a large play structure securely anchored in the ground with two slides and artificial turf as a cushioned surface. There was a basketball hoop and grass area for active play. The playground was observed to be free of debris. Shade was provided by the trees. Drinking water is available in the form of a water fountain. Representative stated there are no bodies of water on the premises. LPA did not observe any. The fencing is chain linked and observed locked and is secure around the entire playground. Other Review: Children and staff files were reviewed. Current Pediatric CPR/First Aid (expires: 3/2027). Transportation is not provided. Disaster Drills: Fire Drill was conducted: 8/19/25. Earthquake drill was not conducted. Representative stated they have not done one yet because they conduct them according to the school schedule. Representative stated the last facility fire inspection was conducted: 7/17/25. The child/parent roster was complete with all required information. The staff/ child ratios were observed to be compliant; the sign in/out sheets were paper and legible. Representative stated the children are inspected for illnesses as they arrive. There is a separate isolation area for ill children inside the site supervisor's office until the parent can pick up the child. Representative stated that medication is not provided. he following was discussed with the representative: Facility representative was reminded to access the CCLD Licensing website at www.ccld.ca.gov . to obtain information about the most recent regulatory changes and the Quarterly Updates. All representatives are responsible for knowing the regulations when providing care. All adults 18 years and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers that were constructed before January 1, 2010, to test their water (used for drinking and food for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Facility representative was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. There are deficiencies cited during this inspection. See LIC 809D pages attached to this report. Exit interview was conducted and a copy of this report was read, a Notice of Site Visit (LIC 9213), this report, and Appeal Rights were provided to Melanie Long, Facility Representative. A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting will result in a $100 civil penalty.
