What the inspector wrote

On 5/5/2023 Licensing Program Analyst (LPA), Loyce Phillips conducted an unannounced Annual Required Inspection and was met by Licensee, Alicia Monteza. LPA observed 7 children in care today with 2 staff. Licensee lives in the home with 4 adults and 2 minor children. All adults living in the home have a criminal record clearance. Days and hours of operation are Monday through Friday 7:00am to 5:00pm. The facility carries liability insurance. LPA toured the home inside and outside. This is a 5 bedroom, 3 bathroom home with living room, kitchen, family room detached garage. The garage has been converted into a living dwelling with laundry area and bathroom. LPA observed no day care activities conducted in the garage. The property has a back house where Licensee parents resides. The back house has 1 bedroom, 1 bathroom, living room and kitchen. There is an extended back yard that has 3 storage units. children do not have access to this area. The areas that are accessible to children: Bedroom #1, bathroom #2 (located in the family room), living room, kitchen, family room and back yard. LPA observed age appropriate toys in the home and yard. The areas that are off limits to children: Entire upstairs area (bedrooms #3, #4, #5 and bathroom #3). Upstairs is made inaccessible by key locked door. Bedrooms #2 and bathroom #1 (located near the living room). The garage, back house and extended back yard is off limits to children. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children. There is a full charged fire extinguisher located in the living room and family room. The facility has a working smoke detectors and carbon monoxide detector, inside the home. The facility has adequate heating and ventilation for safety and comfort. Safe toys and play equipment are observed. The home has working telephone service and LPA confirmed the phone number is (310) 387-7775. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained. Licensee\342\200\231s Mandated Reporter Training was completed on 4/30/2023. Licensee\342\200\231s pediatric CPR/First Aid expires on 8/1/2023. A review of records indicates that Licensee have immunization records on file for influenza, pertussis and measles. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee is not currently caring for infants. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
