What the inspector wrote

On 04/28/2023 Licensing Program Analyst (LPA) Andrew Alemoh arrived at the facility for the purpose to conduct a case management deficiency inspection. Upon arrival LPA met with Director Cesalie Dydra. LPA toured the facility, observed 30 daycare children and 4 staff members. The Department learned that on numerous occasions preschool children and school age children commingle in the morning for less than an 1 hour due to short staffing. The school age children and preschool children are dropped of by the parents in the PreK classroom. School age children are lined up in the classroom to be transported by school bus to the elementary school. The facility is being cited Type A deficiencies according to the California Code Title 22 Regulations. Upon receipt of a Type A deficiency, licensee shall post the report for 30 days in addition to the Notice of Site Visit and provide copies of the licensing report to the parents/guardians of children in care at the facility. This report must be provided to parents/guardians of children newly enrolled at the facility during the next 12 months and licensee will obtain a signed Acknowledgment of Licensing Report (LIC 9224) from parent/guardian and place it in each child's file. If these requirements are not met, civil penalties will be assessed. An exit interview was conducted with the licensee, a copy of this report, appeal right and Notice of Site Visit were provided to assistant Director Cesalie Dyrda.

    BUILDINGS AND GROUNDS

    Buildings and Grounds. The childcare center shall be clean, safe, sanitary and in good repair at all times. This requirement was not met as evidenced by the director provided LPA Alemoh with a work order from a Heating and Air Conditioning company indicating the work order being placed on December 8, 22 and fixed on December 20, 22.Temperatures in the classroom ranged from 60 to 61 degrees. Children that were in care during this period did not show any signs of illness. This is a type B deficiency which poses a potential Health, Safety or Personal Rights risk to day care children in care.

    LIMITATIONS ON CAPACITY AND AMBULATORY STATUS: The licensee shall not exceed the conditions, limitations and capacity specified in the license. This requirement was not met as evidenced by preschool children and school age children commingled in the morning for less than an 1 hour due to short staffing. This is a type A deficiency which poses an immediate Health, Safety or Personal Rights risk to day care children in care.
