What the inspector wrote

On March 11, 2026, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA met with Abigail Mitchell, facility representative who granted access. LPA arrived at 2:00 PM and the facility director was not on site for the day, and the assistant director was out on a bus run. The assistant director, Renz Corsino as the representative arrived at 2:05 PM and with the LPA toured the facility inside and outside. The representative stated there was no one in charge of the facility while they were out. LPA reviewed and discussed the regulations with the representative. The representative stated they are aware of the reason for the deficiency being cited. LPA observed thirty-eight (38) preschool day care children napping ages two to four years old and three staff. The facility is open from 6:30 am to 6:00 pm. Monday-Friday. All employees 18 years or older that are working or volunteering have a Criminal Record Clearance (DOJ/FBI) and Child Abuse Central Index Clearance and are associated with the facility. Physical Plant: The required postings were present on a visible parent wall. The sign in/out sheets were digital on an APP called Sprout About. There are three (3) clean and safe classrooms, the telephone service, heating, ventilation, and lighting are adequate. The staff/ child ratios were observed to be compliant; The daily schedule, and activities were posted. There are cubbies for children's belongings that are labeled with their names in each classroom. The furniture, books, equipment, toys, and materials were appropriately aged and in good condition. There were activity rugs inside the room for play. Representative stated the rugs are cleaned every two months. The drinking water is available inside the classrooms in the form of water dispensers and labeled water cups. Representative stated the cups are cleaned daily. The napping equipment was mats and there was enough for all children. Representative stated the bedding is stored separately and washed weekly. Inside the two-year-old classroom, LPA observed diapers tied in a bag on the floor. The representative stated they just received their shipment of trash bags today. First Aid Kits were in each classroom in a red backpack. There is no Emergency Survival Kit but there is food and water kept inside the kitchen. Trash cans have secure lids. The temperature inside the room was comfortable. Representative stated, the fire extinguishers, ceiling sprinklers, smoke detectors and carbon monoxide detectors throughout the day care center are all operable and were checked during the last fire inspection. Inside the restrooms, there are two toilets and one handwashing sink that is functioning properly and at the appropriate height. LPA did not observe any accessible hazards. There was soap, toilet paper, and paper towels available. The staff restrooms are in the hallway outside of the classroom. There is a fully equipped kitchen with refrigerator/freezer combo, freezer, oven, dishwasher, microwave, and three sinks. The kitchen was clean and there were no accessible hazards observed. The facility provides morning snacks, lunch, and afternoon snacks. The menus are posted outside the class. There is a confidential allergy list posted on the wall inside the kitchen. LPA observed an appropriate amount of food and snacks. LPA observed 1%, nonfat milk and whole milk. Representative stated the reason for having the whole milk is for infants/toddlers transitioning from formula. The staff\342\200\231s food items were in a separate refrigerator in the staff lounge. The chemicals and cleaning supplies are kept separate from the food and were underneath the kitchen sink unlocked but the door to the kitchen was closed. Outside: Outdoor play equipment was inspected for safety, cushioning material, good repair and is age appropriate. LPA observed two playgrounds one with a large plastic play structure securely anchored in the ground with three slides and a canopy for shade and grass and rubber mat as a cushioned surface. The other playground has a large play structure with slide and climbing wall anchored in the ground and grass area for active play. Both of the playgrounds were observed to be free of debris. Drinking water is available in the form of a portable water jug and labeled water cups. Representative stated there are no bodies of water on the premises. LPA did not observe any. The fencing is wrought iron, observed locked and is secure around the entire playground. Other Review: Children and staff files were reviewed. Current CPR/First Aid (expires 2/2028). Representative stated transportation is not provided. Disaster Drills: Fire Drill was conducted: 1/12/26 and the Earthquake drill was conducted: 2/25/26. Representative stated the last facility fire inspection was conducted: 12/27/2025. The child/parent roster was complete with all required information. Representative stated the children are inspected for illnesses as they arrive. There is a separate isolation area for ill children inside the site supervisor's office until the parent can pick up the child. Representative stated there is no medication being provided to the children. The LIC 125 form was discussed with the representative. The following was discussed with the Representative: Access the CCLD Licensing website at www.ccld.ca.gov . to obtain information about the most recent regulatory changes and the Quarterly Updates. Report any director or staff changes within ten (10) days. All representatives are responsible for knowing the regulations when providing care. All employees should know their role and responsibilities of being a Mandated Reporter. Training is renewed every two years at: mandatedreporterca.com. All adults 18 years and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a Criminal Record Clearance or Exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers that were constructed before January 1, 2010, to test their water (used for drinking and food for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
