What the inspector wrote

On 04/25/2024 Licensing Program Analysts (LPA) Doris Whitmore and Lisa Clayton made an announced visit to CCRC Headstart- Reseda for the purpose of conducting a Case Management - Licensee Initiated inspection. The licensee is requesting to move the current EHS Classroom from room 3 to room 9 on the same property. LPA’s observed 36 children being supervised and cared for appropriately by 10 fingerprint cleared staff. LPA's inspected and measured classroom 9. The center is located on the campus of First United Methodist Church of Reseda. There is an approved fire clearance on file conducted by Cindy Struck of L.A. City Fire Prevention Bureau. The following was observed: Age-appropriate furniture, equipment, and toys. There were no hazardous conditions in the outdoor area. LPA’s did not observe any debris or hazards that would pose an immediate risk to children in care. Toddler capacity – 529.92 divided by 35 sq. ft.= 15 toddlers The Center has an outdoor waiver to use alternating schedules to accommodate their Pre- School’s total licensed capacity. Based upon today’s inspection and a new lease/ rental agreement the facility is approved to utilize Classroom 9 for a capacity of 15 toddlers. Pending Manager approval The report was discussed, and exit interview was conducted with Elizabeth Flores.

Supervision shall include visual observation. This requirement was not bet due to lack of supervision.
