What the inspector wrote

On 09/11/2024, Licensing Program Analysts (LPA) Elicia Calvillo conducted an unannounced 3 Year Required Annual inspection at Parrillo Family Child Care, #197414238, located at 10934 Oklahoma Avenue, Chatsworth, CA 91311. LPA arrived at the facility at 10:01 AM, identified self and met with Danielle Parrillo, Licensee, who guided analyst on a tour of the inside and outside of the facility. There were 10 children, 1 additional staff, 1 parent, and Licensee present at arrival. LPA provided Licensee with a copy of the LIC125 Entrance Checklist to help facilitate the inspection. Facility operation hours are Monday to Friday from 06:00AM to 10:00PM The family child care home is a two-story dueling with a combination living/dining/kitchen, 3 bedrooms, Day Care Room, 4 bathrooms, and attached garage. There is an unfenced front yard that is not accessible to parents or children. At the back of the house there is a fenced back yard that is accessible to parents or children. The parents and children enter the facility from a side gate located on the right side of the facility. The parents and children then enter the Day Care Room. LPA observed the following inside areas will be used for child care: Day Care room, and bathroom #1 are used for providing care and are accessible to children. The Day Care room is used for dropping off and picking up children, learning activities, arts and crafts, dancing, other play activities, eating, and sleeping. In the Day Care room, LPA observed toys, play items, tables, chairs, and cots that are safe, clean, and appropriate for the ages of the children in care. Page 1 of 6 Bathroom #1 is located in the Day Care room and accessible to children in care. LPA observed that vanity cabinet and no hazards were observed. LPA observed that the bathroom that children use was safe and sanitary. Licensee uses the kitchen to prepare snacks and meals and is made inaccessible with the use of a child proof gate. LPA advised Licensee, if food is brought from the children\342\200\231s home, the container needs to be label with the child\342\200\231s name and properly stored or refrigerated. The rooms that are not accessible to parents and children include combination living/dining/kitchen, 3 bedrooms , 3 bathrooms and are made inaccessible by use of child proof gate at the only entrance from the Day Care room into the rooms not accessible to parents and children. There is telephone service via a cellphone and a landline, per Licensee both phone numbers are provided to parents. There is a smoke detector and a carbon monoxide detector located in the Day Care Room and both were tested and are operable. There is a working fire extinguisher, the valve on the required 2A 10BC fire extinguisher indicates fully charged and Licensee confirmed the purchase date was 02/11/2025. The outdoor play area is located in the back yard of the house, is fenced and there are no hazards to children present. LPA observed appropriate toys and other play equipment for children in care. Children have access to a climbing structure, and it has artificial grass under and surroundings to absorb falls. LPA observed that the ground is covered with artificial grass and cement. LPA did observe a swimming pool during the inspection on the property. LPA observed a pool, the fence is in good repair, completely surrounds the pool, is designed and installed so children could not remove any portion, is at least 5 feet high, is constructed so that it does not obscure the pool from view. Children cannot easily climb over the fence, there is no window or door with direct access. The gate swings away from the pool, self closes, is self-latching, and the self-latching device is located no more than 6 inches from the top. There are no gaps of more than 4 inches, and the bottom of the fence is no more than 4 inches from the ground. LPA observed a life ring with a minimum exterior diameter of 17 inches and labeled as approved by the US Coast Guard and a rescue pole with a body hook and a minimum fixed length of 12 feet. LPA did not observe an additional safety feature of a pool cover or pool alarm. Per Licensee they will purchase an additional safety feature as listed below. Page 2 of 6 Per PIN 25-01-CCP, all affected licensees must comply with the new drowning prevention safety requirements, effective January1, 2025. AB 2866 adds section 1596.814 to the HSC to require specific drowning prevention safety features for (1) all child care centers with in-ground pools and (2) all family child care homes that are operated at a private single-family home with an in-ground pool. For these facilities, effective January 1, 2025, the following safety equipment must be visible from the swimming pool and readily available for immediate use: 1.A life ring with a minimum exterior diameter of 17 inches and labeled as approved by the United States Coast Guard. 2.A rescue pole with a body hook and minimum fixed length of 12 feet. Under HSC section 1596.814, these facilities must also perform a daily inspection of their drowning prevention safety features and safety equipment before opening the facility, and they must maintain a log of the inspections to be provided to the department upon request. In addition to the above requirements, HSC section 1596.814 also adds the below requirements, for each facility type: Family Child Care Homes (FCCH) Licensed FCCHs operating at a private single-family home with an in-ground swimming pool are required to ensure the following safety features are equipped and/or implemented by January 1, 2025: One of the following two safety features below: 1.A safety pool cover that meets the performance. a.A safety pool cover that meets the performance standards of ASTM International Standard F1346-23. Licensee must maintain and make available for the Department\342\200\231s inspection, documentation verifying that the pool cover meets this standard. 2.A pool alarm that will sound upon detecting an entrance into the water and must be turned on and be in working condition during the FCCH\342\200\231s operating hours while the swimming pool is not in use. Licensee must maintain and make available for the Department\342\200\231s inspection, documentation verifying that the alarm meets the ASTM International Standard F2208. Per Licensee, there are firearms and ammunition on the premises. LPA did observe firearms locked in a safe with the ammunition stored and locked separately on the premises. No poisons were observed during the inspection. Detergents, cleaning Page 3 of 6 medication and other hazardous items are made inaccessible with the use of a child safety gate. Per Licensee there are 2 dogs on the premises. LPA did observe 2 dogs on the premises during the inspection. Per Licensee, the dogs stay in the rooms that are inaccessible to parents and children during the hours of operations. LPA did observe a fireplace; the fire place is made inaccessible with a glass enclosure and is made inaccessible with the use of child proof gate. LPA did not observe any open-faced heaters. There are currently 2 infants in care under the age of 24 months. LPA observed that the infants have LIC 9227 Infant Sleep Plans and Infant 15 minute Sleep logs. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child -care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that children in care are to be supervised at all times and made aware that children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License were observed to be posted. LPA reviewed a sample of children\342\200\231s files and observed files were complete and documented on the LIC857. There were 2 personnel records for LPA to review and observed the files were complete and documented on LIC869. An emergency fire/disaster drill has been completed within the last 6 months on 08/01/2025 and the documentation of the fire/disaster drill was not readily available upon request. Licensee\342\200\231s Mandated Reporter Training was completed on 09/2023. Licensee\342\200\231s pediatric CPR/First Aid expires on 01/2026. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. Page 4 of 6 All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. A Notice of Site Visit was given and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to comply with posting requirement will result in an immediate civil penalty of $100.00.
