What the inspector wrote
On Thursday, December 18, 2025, Licensing Program Analyst (LPA) Hanna Cha met with Licensee Maria Benavidez. The purpose of the visit was to conduct an unannounced Annual/Random inspection of the facility. At time of arrival, LPA observed assistant providing care and supervision to one preschool-aged child. Licensee arrived approximately five minutes after LPA. LPA disclosed the purpose of the inspection to the Licensee. LPA and licensee toured the facility. The current days and hours of operation are
Mondays-Fridays; 23 hours/day. LPA informed licensee that licensee must be awake during all hours children are awake.
Physical Plant:
This is a one-story family home with a living room, dining room, kitchen, four bedrooms, three restrooms, laundry room, two sheds and a side yard. Main care is provided in the living room referred to as the Child Care Play area. Licensee provides children with cots for napping. The off-limit areas are bedroom #1, #2, #3, #4, one restroom, two sheds which are utilized for storage (maintained key locked), and the laundry room.
Indoor/Children\342\200\231s Area:
LPA inspected the indoor/children\342\200\231s area for safety, cleanliness and good repair. Per LPA observation, there is no fireplace on premises. LPA observed age-appropriate toys and play equipment. LPA tested smoke detector and carbon monoxide detector to be in operable condition. There is a designated area for the ill children as necessary. Per licensee, there are no firearms/weapons on the premises. The cleaning products are stored under kitchen sink made inaccessible by child safety lock.
Bathroom:
LPA observed childcare bathroom. Soap and towels are available for children. Toilet and faucet are in good operable condition. Per LPA observation, shampoo and other hazardous products were accessible to children in the shower stall and cabinet of bathroom. LPA did observe a child safety lock for cabinet, but it was broken at time of inspection. Licensee immediately installed new child safety lock for bathroom cabinet. LPA informed licensee that all hazardous items must be made inaccessible to children.
A Technical Violation issued.
Kitchen:
LPA inspected the kitchen for safety, sanitation, and good repair. Licensee participates in the food program and provides all meals during operational hours.
Knives and sharp items stored in cabinet, made inaccessible by a child safety gate.
Outdoor/Children\342\200\231s Play Area:
LPA inspected the outdoor play space for safety, cleanliness, good repair, age-appropriate toys/equipment, cushioned floors, and shady areas. Per LPA observation, there are no pools/spas/bodies of water on premises.
Other:
First Aid Kit on premises. Per Licensee, there is no smoking in the home. Disaster drill last completed on 07/2025.
File Review:
LPA reviewed one child file which included all required documents. LPA reviewed Licensee\342\200\231s file and assistant\342\200\231s file which included all required information.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Any duly authorized officer, employee, or agent of the Department shall, upon presentation of proper identification, shall inspect the facility. The Licensee shall permit the Department to inspect the family childcare home, and to privately interview children or staff, to determine compliance with or to prevent violations of family child care laws or regulations. Also, to enter and inspect any place providing personal care, supervision and services at any time, with or without advance notice, to secure compliance with, or to prevent a violation.
Licensee advised of the requirement to report Unusual Incidents. Licensee informed to utilize the Unusual Incident Report/Injury Report (LIC624B) when submitting a report to the department at:

. A report shall be made to the department by telephone or fax during the department's normal business hours before the close of the next working day following the occurrence during the operation of family day care home. In addition, a written report shall be submitted to the
department within seven (7) days following the occurrence of any events specified above.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee Maria Benavidez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
During this inspection, one Technical Violation issued.
A notice of site visit was given and must remain posted for 30 days.
