Inspector’s narrative

What the inspector wrote

During today’s visit, LPA addressed the allegations per Reporting Party that staff did not maintain the facility clean and organized, Director was rude to staff in front of children in care, staff did not provide adequate supervision to children in care, and Staff did not ensure that the facility provides a safe environment for children in care. The allegation that staff did not maintain the facility clean and organized, has been found to be unsubstantiated. Per Director, there is an after-hours cleaning service and invoices were providing to LPA and the facility is going through a remodel and the Directors Office will be the last area completed. Per staff there is an overnight cleaning service and if anything was missed during the cleaning staff will notify the Director and staff will do cleaning throughout the day. Per parents they are not worried about the cleanliness of the facility. No children disclosed if the facility was not clean. The allegation that Director was rude to staff in front of children in care, has been found to be unsubstantiated. Per Director, did not recall an incident of rude behavior in front of children. Per staff interviewed, none disclosed rude behavior of a supervisor or other staff. Per children interviewed none disclosed rude behavior by director or staff. The allegation that staff did not provide adequate supervision to children in care, has been found to be unsubstantiated. Per Director, they have enough staff to meet the capacity of each classroom, there are 1 to 3 teachers assigned per classroom. Cellphones are not used for personal use, they are used to communicate classroom events (for example Easter Egg Hunt). Per staff, there is enough supervision in their classrooms and at times extra staff is needed to ensure teacher/child ratios are maintained. Per children, they have never been alone without a teacher and always have a teacher with them in the classroom and outside. The allegation that staff did not ensure that the facility provides a safe environment for children in care, has been found to be unsubstantiated. Per Director, safety is ensured by the use of safety gates and sign in and out sheets. Per staff, none disclosed they felt the facility did not provide a safe environment. Per children, none disclosed feeling unsafe at the facility. Page 2 of 3 Based on LPA investigation, documents obtained, and statements obtained, it has been determined that the complaint allegations staff did not maintain the facility clean and organized, Director was rude to staff in front of children in care, staff did not provide adequate supervision to children in care, and staff did not ensure that the facility provides a safe environment for children in care, are unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are unsubstantiated. The Notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Maureen Perrera, Director, including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role. Page 3 of 3
