What the inspector wrote

This is an amendment of an original report created on 2/5/26. The report has been amended to remove the identifying gender nouns. The adult #1 began to record the RP, they became frightened and drove away. RP noticed children were standing nearby. The children looked to be age 4 entering into the first grade. The number of children was not known but they could see children clothing hanging on the gate. Per the Adult #1 (A1), an adult #2 (A2) was blocking the driveway and they asked why they were there and if they had any children that they were picking up from the center; the person declined to answer and A1 proceeded to record them. A2 got upset cursed at A1 and left the facility. A1 admitted to raising their voice out of frustration but denied cursing. Per A1 no children were present during the incident. Per staff #7 (S7) they were sitting in the office and did not hear any yelling. The doorbell rang, so they went to answer it, and that’s when they saw the 2 adults exchanging words. S7 asked what was going on and tried to stop A1 from recording. Both adults were arguing and A2 was using curse words towards A1. A2 stated they were looking for information on the center for their grandchildren and S7 asked them to come in for a visit. A2 was upset and declined the offer and left. Per S7 there were no children nor staff present outside during the incident. Both adults were recording. All staff and children denied hearing any yelling from the adults on that day. Per LPA observation of the both parties photos and video, LPA heard both adults speaking loudly to each other and not answering each other’s questions, LPA heard A2 call A1 a curse word, however, LPA did not observe any children in the background. Pertaining to the allegation Staff yelled at day care children Per Reporting Party (RP), On 1/15/26 they arrived at the center to get information for my grandchildren. While standing at the entrance of the center, they heard an adult say “shut up and be quiet, didn’t I say be quite” to some children that were outside. They do not know how many children there were. All staff denied yelling or telling children to shut up or denied ever hearing any of the staff doing the same. When asked how they handle children when they are crying, one staff member stated they would ask them what was wrong and try to comfort them, another staff said they give hugs and sing to them, while another staff will offer them water to help calm them down. All children denied ever being yelled at or told to shut up by any staff. No disclosures were made regarding the above allegations. Based upon evidence obtained during this investigation, the allegations “Adult yelled at a prospective client in the presence of day care children” and “Staff yelled at day care children”, have been determined to be unsubstantiated. A finding that a complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred. Exit interview conducted and report was reviewed with Director Maureen Perera. Notice of site visit was given and must remain posted for 30 days.
