What the inspector wrote

On 7/9/25 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 12:00PM LPA arrived to residence and met with Licensee Michelae Grant, provided entrance check list and conducted a tour of the home. LPA observed no children in care during inspection. Per Licensee there are no children enrolled. Per Licensee hours of operation are 23 hours per day LPA reminded Licensee that care may not exceed 24 hours. Per Licensee she does provide transportation and overnight care. Per licensee she is apart of the food program and provides Breakfast, AM Snack, Lunch, PM Snack, and Dinner. Per Licensee outside food is permitted in the facility. Per Licensee she will provide medication to children in care who require medication. LPA observed documents on licensing board (Facility License (LIC 203), Notification of Parents' Rights Poster (PUB 394), (LIC9040), Emergency Disaster Plan (LIC610a). LPA did not observe Licensee\342\200\231s Mandated Reporter certificate. Per Licensee she will obtain a current certificate this week, a Technical Violation will be issued. LPA observed licensee\342\200\231s ped CPR/First Aid Certification Exp 6/27. Per Licensee her certificate includes pediatric modules and she will print out and attach to certificate. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed reviewed during this inspection: This is a two-story home consisting of 3 bedrooms, 2 bathrooms, living room, Dining room, kitchen, attached garage converted garage (main daycare room), enclosed back yard. Per Licensee areas off limits to children and parents include all 3 bedrooms. Per licensee all medication and cleaning supplies are kept in an upstairs offlimit area. At 12:30PM LPA observed a fully charged 2A10BC fire extinguisher with a service tag dated 5/24 on the garage wall. Per Licensee she will have fire extinguisher serviced as soon as possible. At 12:35PM LPA observed a functioning carbon monoxide and smoke detector on the garage wall. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed no wall heaters in the home. At 12:40PM LPA observed an electric fireplace, per Licensee the surface does not get hot presenting no hazard to children in care. The home maintains telephone service via cell phone. Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives per licensee they are kept in a high kitchen cabinet inaccessible to children in care. Bathroom children use was observed to be clean and free of hazards. LPA observed bathroom sink cabinet. Per Licensee she does provide potty training. At 12:45PM LPA observed age appropriate learning materials and toys in the daycare garage. LPA observed cots for sleeping. Per Licensee all linens are washed in the facility once a week and as needed. Outdoor Play for children in care is located in the enclosed backyard. At 12:50PM LPA observed grass and cement area as well as a shade covering, with no hazards to children in care. LPA observed no bodies of water on the premises. No children\342\200\231s files were reviewed as there are no children enrolled. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Michelae Grant confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS. No deficiencies were observed during today\342\200\231s inspection. 1 Technical Violation for expired fire extinguisher was issued. Exit interview conducted with Licensee Joy Smith a notice of site visit were given and must remain posted for 30 days.
