Routine inspection (3-year)·July 23, 2025

On 7/23/2025 Licensing Program Analysts (LPA), Suzette Ornelas conducted an unannounced Annual Required Inspection. LPA were met by Licensee, DANUT POPESCU who guided LPA on a tour of the home. Days and hours of operation are Monday through Friday 8a-5:30p. LPA toured the home inside and outside and a census was taken. LPA observed 9 day care children and 3 adult. Capacity as specified on the license is being maintained . Current facility sketch reviewed and all areas identified on the facility sketch were inspected. Licensee's home is a one story dwelling with living room, den, 2 bedrooms, 1 office, 3 bathrooms, kitchen, dining room. Child care is provided mainly in the living room, den and bedroom/classroom located in the rear left side of the home which is equipped with an on-limits bathroom that is accessible to children in care. Children also have access to the restroom located on the rear right side of the home. Children eat in the on limits dining room area. All other rooms are off-limits and made inaccessible by use of supervision and closed doors. Children have access to the back yard for activities. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The First Aid Kit was observed and complete. Per LIS the facility annual fees are current. The facility roster was observed, and current. There are age appropriate toys and napping equipment on the premises. The required fire extinguisher (2A-10BC) is located in the office and in the kitchen. 'Carbon monoxide detectors and smoke detectors are in operable condition and tested by licensee. Facility provides daily meals for the children. Licensee has posted as re quired the License, and all other required postings in a visible location. Per licensee, space in the living room will be used as the isolation area. Per Licensee, there are no firearms or ammunition on the premises. Home has a fireplace located in the living room tha t has been covered and made inaccessible to children in care. Home has a pool with a fence that is at least 5 feet high, opens away from the pool and self latches. Pool gate remains locked at all times LPA observed locked gate with key. LPA provided licensee with information flyer for Assembly Bill (AB) 2866 (Pellerin) Chapter 745. LPA observed licensee to be in compliance with new Pool Safety Requirements which includes maintaining a daily inspection log, alarm is in operable condition, life ring and a 12ft. pole with a body hook. There is currently 0 infants in care. LPA provided safe sleep information. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. LPA reviewed 5 children's records and observed records were complete. An emergency fire/disaster drill has been completed and documented within the last 6 months. Licensee and Assistants pediatric CPR/First Aid is current. A review of records indicates that all employees and/or volunteers have immunization records on file. Licensee has completed the Mandated Reporter Training within 2 years (11/2023). All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPAs and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are being cited. This report shall be made available to the public upon request.
