What the inspector wrote

Licensing Program Analyst (LPA) Silva Garibyan conducted an unannounced Annual/Random inspection. LPA met with Martina Beltran, Director, who guided analyst on a tour of the facility. This is a preschool program serving up to 64 children. The facility's hours of operation are from 7:00 AM to 5:30 PM. The facility consists of five classrooms, Director's office, and two play yards. Director's office used as isolation area for sick children. LPA observed 26 children in care being supervised by five teachers during this inspection. LPA verified that all adults present in the facility have obtained criminal record clearances and are associated to the facility. LPA reviewed the sign in and sign out sheet to verify the census. Facility is operating within capacity limitations. LPA observed eight children in Pre-K supervised by one teacher, four children in Jr. Pre-K supervised by one teacher, two children in 3 year old's classroom supervised by one teacher, eight children in 3-4 year old's classroom supervised by one teacher, and four children in 2 year old's classroom supervised by one teacher. There are no bodies of water on the premises during the visit. LPA observed the following postings in the Director's office: License, LIC 613A, the PUB 393, Child Care Center Notification of Parents' Rights Poster, LIC 610 Emergency Disaster Plan with the telephone number of the local health department, information on child passenger restraint systems (PUB269). Furniture and equipment were inspected for age appropriateness and good repair. The classrooms were inspected to ensure that the floors have a surface that is safe and clean. Drinking water is available inside the classrooms in the form of a water dispensers. Children also bring their own water bottles. There is adequate lighting/ventilation in the bathroom areas. There are first aid supplies in each classroom and Director's office. Page 1 Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. LPA observed cots available for each child are being sanitized once a week. Bedding is stored separately. Napping children are properly supervised within ratios. Isolation area for sick students is located in the Director's office. LPA observed adequate arrangements for isolation and care of ill children. LPA inspected and observed 3 clean bathrooms. There are a total of 7 toilets and 9 sinks. Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available. Water temperature was tested and is appropriate. Bathrooms were found to be clean. There is adequate lighting/ventilation in the bathroom areas. Children are inspected for illnesses as they arrive. A review of medication policy indicated that Medication is administered by Director, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children in the Director's office. The facility provides snacks only. Children bring their own lunches. A hot lunch program is offered and is prepared in an off-limits kitchen on site. Menus were observed posted on the parent board. The food preparation in the kitchen and meals are taken into classrooms. Opened snack items are properly stored in air tight containers inside the kitchen. Food preparation area is not accessible to the children in care. Food preparation area is adequately equipped, clean and free from hazards. Cleaning supplies are out within reach of children and is stored separately and away from food. There is adequate food for snacks. There is hot and cold running water in the kitchen. Refrigerator is clean and operating at the proper temperatures. Trash cans have lids. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Fencing around the perimeter of the play area is at least 4 feet high. Play area was inspected for hazards and inaccessibility to bodies of water. Page 2 The facility is equipped with a working smoke detectors and Carbon Monoxide detectors. LPA observed five six extinguishers (2A 10BC) in the classrooms and in Director's office with service date of 03/01/2024. First Aid Kit was observed to be complete. Fire Drill log was observed to be complete and current. The facility has sufficient cots for napping. LPA observed changing table in 2 year old's bathroom. LPA reviewed a sample of children’s files and observed files were complete. LPA reviewed a sample of staff files. CPR, Pediatric First Aid (Director completed on 06/20/23) and Mandated Reporter Training (Director Completed on 04/11/2024) were observed to be current. Staff did not have their immunization records in the files during the inspection The name of the child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed.
