What the inspector wrote

Pertaining to the allegation: staff do not properly sanitize daycare facility. The Reporting Party (RP) alleged children in care get sick because the facility does not properly sanitize classrooms. LPA observed staff cleaning tables after activities and meals. During interviews, all staff stated they use diluted bleach water to sanitize materials. Staff 1-3 stated they use it to clean tables, chairs, counters, cubbies, and play materials. Play materials are cleaned once a week or more often if needed. Cleaners come after operating hours to take out the trash, sweep, and mop. Pertaining to the allegation: Daycare child sustained unexplained injury while in care: RP alleged Child 1 (C1) got injured at the facility but the facility did not know how the injury occurred. During staff interviews, Staff 4 (S4) stated if they notice an injury on the child but did not see it happen, they will send parents a message on the Remind app to see if it happened at home. Oftentimes, the injury did happen at home. Staff 1-3 stated that if they observe a child to be hurt but did not know how the incident occurred, they would ask the child or other children nearby what happened and write an injury report. Staff 1 (S1) would also reach out to the authorized representative via the Remind app to inform them of their observation. Parents interviewed stated the facility gives them incident reports when their child has an injury. Pertaining to the allegation: Staff did not meet daycare child's toileting needs : RP alleged C1 was sent home wearing soiled underwear. RP alleged C1 was picked up and they observed soiled underwear an hour later. Per RP, C1 stated they used the bathroom at school and was not helped to wipe themselves. During staff interviews, all Staff 1-3 stated they remind the children in their class to use the bathroom throughout the day. The obtained sample potty log reflects scheduled times to offer the bathroom: 9:30, 10:30, 11:45, 2:30, 3:30, 4:30, and 5:30. The longest time a child is not reminded to use the bathroom is 11:45-2:30, which is the typical napping period at the facility. All staff stated that if children need to use the restroom more often, they can. Child interviews revealed that children know to tell staff if they need to use the bathroom and ask for help if they need it. LPA observed children using the bathroom outside of the scheduled times. Parent 1 (P1) stated during interview that S2 informed them “I don’t wipe butts and anyways I’m not supposed to”. Staff in the younger classroom assist with wiping as children learn to use the toilet by themselves. Staff in the older classrooms do not assist unless asked by the child. Staff 2 and Staff 4 stated C1 is toilet trained. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated. Notice of site visit was given and must remain posted for 30 days. Appeal rights provided. Exit interview conducted and report was reviewed with Licensee Svetlana (Lana) Costache via telephone and in-person with Facility Representative Jeanne Burley.

The licensee did not comply with the section cited above which poses an immediate health, safety or personal rights risk to persons in care.

  • RESPONSIBILITY FOR PROVIDING CARE AND SUPERVISION

    (a) The licensee shall provide care and supervision as necessary to meet the children's needs. (1)No child(ren) shall be left without the supervision of a teacher at any time...Supervision shall include visual observation.This requirement is not met as evidenced by: Based on interviews and observations, staff do not visually observe children in the bathroom at all times. The licensee did not comply with the section cited above which poses an immediate health, safety or personal rights risk to persons in care.
