On 2/6/26, Licensing Program Analysts (LPA) Ranita Richmond conducted an unannounced Random Annual Inspection for the above-named Child Care Center (CCC). CCC is licensed for 98 preschool children, ages 2-6 years of age. LPA met with administrator Taylor Proctor. LPA Richmond toured the facility indoors and outdoors and observed 63 children in care, being supervised and cared for appropriately by 6 fingerprint cleared staff members. Facility hours of operation are Monday – Friday, 6:30am – 6:00pm. Capacity and limitations as specified on the license are being maintained. All children are under visual supervision of a teacher at all times. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios. LPA Richmond advised Site Supervisor of the importance of sign in/sign out sheets to be filled out using the full first and last name of the children and parent/authorized representative checking the child in and out daily. There are no swimming pools, ponds, or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked cabinet area or locked container. LPA observed smoke detectors and carbon monoxide detectors are on a wired pull system. LPA Richmond observed a fully charged 2A:10B:C in the front classroom and 1 (one) 1-A:K fire extinguisher in the kitchen. The fire extinguishers were tested and or serviced in July 2025. LPA reviewed fire drill /earthquake drill log, last earthquake drill completed, documented on 01/07/26. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPA Richmond inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. page 1 of 3 LPA Richmond conducted a Health and Safety inspection of the food preparation and storage areas and observed that they are clean, free of litter/rubbish and free of rodents/vermin. Open food containers are labeled and dated appropriately. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. LPA Richmond reviewed 6 children’s files and observed files to be in compliance with current contact information for authorized representatives and/or relatives who can assume responsibility for the child and authorization for medical treatment. LPA Richmond reviewed 6 personnel files and observed files to be in compliance with fingerprint clearance, early childhood education units, and at least one employee with current pediatric CPR/First Aid. LPA observed 4 of 6 staff files to have immunization records to be missing documentation. Type B citation cited. See LIC 809D. CCC HAS COMPLETED LEAD TESTING. LPA Richmond verified that the lead testing has been completed in accordance with Written Directives outlined in PIN 21-21.1-CCP . Administration will email a copy of current lead testing to LPA at ranita.richmond@dss.ca.gov. Administrator was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA Richmond reminded Administrator to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.
