What the inspector wrote

On 06/06/2024 at 11:45 PM, Licensing Program Analyst (LPA)Katrina Chicote conducted an Unannounced Required \342\200\223 3 Year inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Claudia Mendez, who allowed entry to facility. Adults in the home were discussed and all have criminal record clearance. Also present were two Licensee's Assistants (A1 and A2). There were ten day care children present during today\342\200\231s inspection. Licensee states that there are currently twelve children enrolled. The children's roster was reviewed and is current. Per Licensee, the facility\342\200\231s hours of operation are Monday thru Friday 6:00 AM to 6:00 PM . Required postings were observed in Day Care Room. LIC 126 was provided during inspection. Disaster drill log was also available during today\342\200\231s inspection, last disaster drill conducted on 05/14/2024 . This is a single story home which consists of three bedrooms and two bathrooms, Kitchen, Living Room, Infant Nap Room, and Day Care Room. Areas used by the children include the Living Room (located upon entry of the home), Day Care Room (located to the rear of Living Room), Nap Room (located through door to the right of Day Care Room), and Bathroom 1 (located next to Nap Room). Per Licensee, areas off limits to children and parents include Kitchen and all bedrooms. LPA observed that there is an operable baby gate blocking access to Kitchen and doors blocking access to hallway where bedrooms are located, making these areas off limits at time of inspection. All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. LPA observed central air and ceiling fans through out the home. There is a working telephone maintained in the home. At 11:50 AM, LPA observed age appropriate toys, free of loose and sharp parts such as wooden dramatic play equipment, puzzles, manipulatives, and soft plush toys available at time of inspection. At 11:53 AM, LPA observed Nap Room to have two pack-n-plays and blue standard cots stored in closet. Per Licensee, she currently has no infants enrolled. At 11:55 AM, LPA observed Bathroom 1 to have two toilets, sink, and diaper changing table and to have general area safety and sanitation at time of inspection. LPA observed children eating Report Continues - Page 1 of 4 lunch and are provided food and used Day Care Room for eating which had age appropriate tables and chairs. LPA observed children transition from lunch to nap time with cots laid out as to not hinder walk ways at time of inspection. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. LPA observed these items stored in off limits Kitchen. The Licensee states that there are no poisons in the home used to kill vermin/bugs. The Licensee does understand that poison must be locked. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the age, size, and abilities of children in care. Personal Rights of children were observed by LPA at time of inspection. Per Licensee, the children will have access to backyard for outdoor play, which LPA observed is accessible through two sliding glass doors in Day Care Room. At 12:00 PM, LPA observed backyard has concrete pavement and adequate perimeter fencing through-out the yard that are maintained. LPA observed outdoor age appropriate play structure with small steps and slide that is on top of cushioning material that has been well maintained. LPA observed age appropriate toys free of loose and sharp parts available for the children such as plastic manipulatives, plastic ride along toys, and tricycles. LPA observed four children with A2 in backyard sitting on age appropriate tables and chairs playing with magnatiles at time of inspection. LPA observed all trees, shrubs, and plants are maintained at time of inspection. LPA observed backyard for hazards and inaccessibility to bodies of water, and no hazards or bodies of water were observed at time of inspection. Licensee confirms no bodies of water at the facility. Licensee states she has a small Yorkie breed dog that is kept separate from children at all times. Licensee states that Yorkie remains in her office, through the Kitchen, LPA did not hear or observe dog during inspection. Per Licensee, there are no weapons, firearms in the home and LPA observation did not see any firearms/weapons at time of inspection. At 12:05 PM, LPA observed the valve on the required 2A10BC fire extinguisher indicates fully charged with service tag dated 10/01/2023. At 11:54 AM, LPA tested dual smoke and carbon monoxide detector and observed to be in operable condition at time of inspection. LPA observed First Aid kit is kept in the Living Room . LPA observed medications for two children (C1 and C2) stored centrally but inaccessible to children in a red backpack hanging up high in Day Care Room. Report Continues - Page 2 of 4 At 12:34 PM, inspection of required forms were made for six children and all staff present. Licensee has current Pediatric First Aid and CPR valid until 09/2025. Proof TB test and immunization a gainst influenza , pertussis, and measles were readily available for Licensee and Assistants during today\342\200\231s inspection. Licensee and Assistants have proof of completion for AB1207 Mandated Reporter Training in file that is current. 6 of 6 children's records files were reviewed and documented on the LIC 857. Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement. The following were discussed: Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . MyChildCarePlan.org \342\200\223 Centers and Family Child Care Homes Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today only advisories given, 06/06/2024. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee, Claudia Mendez. Report Ends - Page 4 of 4
