What the inspector wrote

On 09/17/2025, Licensing Program Analyst (LPA) Lisa Clayton arrived at Gan Malibu Early Childhood Center to conduct the Required 3-year inspection. Upon arrival LPA Clayton was greeted by Director Sarah Cunin. LPA Clayton observed 15 children in care being supervised by 5 fingerprint cleared staff. Hours of operation are 8am \342\200\223 5pm Monday \342\200\223 Friday. All meals are provided by parents, CCC provides water. LPA Clayton toured the facility indoors and outdoors for a Health and Safety Inspection. LPA Clayton inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment in the classrooms are in good condition, free of sharp, loose, or pointed parts. The sinks and toilets are in safe and sanitary operating condition, and floors in the facility are clean and safe. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There are no pools, ponds, or any other bodies of water on the property. There are no firearms or ammunition allowed or stored on the premises. All disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible to children in care. LPA Clayton conducted a Health and Safety inspection of the food storage area and observed it to be free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is to be discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. LPA Clayton observed fully charged 2A10BC Fire Extinguisher and a smoke detector in the classroom and a carbon monoxide detector in the kitchen. LPA Clayton observed the facility disaster log indicating the drills are conducted according to Title 22 regulations. LPA Clayton reviewed documents showing that Lead water testing was completed in accordance with Written Directives on December 2,2022. Per the report, there were no lead exceedances. LPA Clayton reviewed 5 children\342\200\231s files and observed the files containing current contact information of parents and authorized representatives, and authorization for medical treatment, signed Parent\342\200\231s Rights and signed Personal Rights receipts. LPA Clayton instructed Director Sarah to update the California Pre-Kindergarten and School Immunization records form to the current version available at the Department of Public Health. LPA Clayton reviewed 6 employee files. LPA Clayton reminded Director Sarah that a completed and signed Health Screening and immunization records required for child care providers are to be kept in the staff files. LPA Clayton reminded Director Sarah that all staff are to complete both the General and Child Care portions of the Mandated Reporter training. LPA Clayton reminded Director Sarah that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA Clayton informed Director of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA Clayton reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Upon review of the Guardian Roster for the Child care Center, it was noted teacher at the center had not completed the Criminal Record Clearance requirement. LPA Clayton instructed Director Sarah to submit the completed Mandated Reporter training certificates for herself and Teacher Miceala no later than September 27, 2025. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and/or Health and Safety Codes, Deficiencies were cited, Technical Violations were issued. Upon receipt the Director is to: \302\267 provide parents of currently enrolled children and parents of children enrolled over the next 12 months with a copy of this Licensing Report and a copy of the Type A violation (Deficiencies & Plans Of Correction (POC\342\200\231s) page) \302\267 have the above-mentioned parents sign the LIC 9224 \302\267 maintain a signed LIC 9224 in the children\342\200\231s files An exit interview was conducted, the report and Appeal Rights were reviewed and provided to Director Sarah Cunin. LPA Clayton posted a Notice of Site Visit which must remain posted for 30 days.
