What the inspector wrote

On July 19, 2023, Licensing Program Analyst (LPA) Isabel Ortega conducted an unannounced Lead-case management inspection. LPA met with facility Director Diane Stein. The purpose of today's inspection was to conduct a case management- lead inspection, and to notify the facility there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility. Upon arrival LPA observed 33 children in care and ten staff providing care and supervision. LPA toured a total of three classrooms referred to as the older toddler room 117, Preschool Classroom Room 133 and 135. LPA also toured the Room 137 Family Resource Room/Toy Room. Room 137 is utilized for Parent Education classes monthly, for one hour. Children utilize room 137 for toy check outs once a month for about 30 minutes. Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test on 6/16/2023. Based on the results sink faucet (B) has an ALE of 10 bpp and sink faucet (DD) had an ALE of 8.4 bpp. Both (B) and (DD) sink faucets are located in room 137, the Family Resource Room. hildren have access to drinking water from (D) Sink Faucet- Non contaminated water under 5.5 ppb. This faucet is available to preschool children in room 137 family room when in use. Per Facility Director, the facility plans to replace and retest outlets (B & DD). Per conversation with Director the facility will have both sink faucets shut off. During inspection Director placed a \342\200\234Out of service\342\200\235 sign on (B) sink fountain and (DD) sink fountains. According to Director classroom 137 is only utilized once a month. Facility stated sink faucet B and DD, have not been used since pre Covid-19, however the children were directed to use the drinking fountain D located in room 137. During inspection Director shared results of the lead exceedance to parents via Learning Genie App. and the notice was posted visible to parents. Based on the Enthalpy Analytical results, sink faucets (B) and (DD) had an ALE over the allowable ALE of 5.5 ppb. Therefore, a Type B citation was issued today. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, written directives, as this posed a potential risk to the children in care. Please refer to LIC 809D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility Director Diane Stein.
