What the inspector wrote

On 07/11/2023 Licensing Program Analyst (LPA), Lisa Clayton and LPA Sarah Garcia conducted an unannounced Annual inspection and was met by Licensee, Beth Collier. LPA Clayton observed 14 children in care today being supervised and cared for appropriately by licensee and fingerprint-cleared assistant. Operating hours are Monday – Friday 9a – 2p. Meals and snacks are provided by parents of children in care. Capacity as specified on the license is being maintained. LPA Clayton toured the home inside and outside. This is a single family which consists of the following: 3 bedrooms, living/dining room, kitchen,1.5 bathrooms, detached garage, and a swimming pool. The ON LIMIT areas are as follows: the living room (classroom) bedroom #2 (library), bedroom #3 (playroom), kitchen, bathroom #1 and 2, and the detached garage (art studio). The OFF-LIMIT areas are as follows: bedroom #1, which is made inaccessible by locked doors, and supervision. The facility has a 4:A60B:C Fire extinguisher, working carbon monoxide/smoke detector, and 2 working smoke detectors in the daycare room. The facility has adequate heating and ventilation for safety and comfort. Safe toys and play equipment are observed. The home has working telephone service and LPA confirmed the phone number is (310) 397-6772. Per the licensee, there are no firearms in the home. Any detergents, cleaning compounds, medication, poisons, and other hazardous items are made inaccessible to children. There is 3ft through 7ft deep pool with a built in jacuzzi in the back yard. The pool is surrounded on all sides by a 5ft. mesh fence that is in compliance with Title 22 Regulations (constructed so that the fence does not obscure the pool from view, with a self-closing, self-latching device located no more than six inches from the top of the gate, that swings away from the pool), making the pool and the surrounding 5ft mesh fence inaccessible to children in care. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Licensee’s and staff Pediatric CPR/First Aid expires September 2024. Licensees Mandated Reporter Training Certificate expires February 2024. LPA Clayton conducted a review of children’s and staff facility files, and all were observed to be current and in compliance. A review of records indicates that Licensee and staff have immunization records on file for influenza, pertussis, and measles. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee or facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California. During the exit interview, licensee Beth Collier, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee was advised to trim trees around both sides of the tree house. Corrections via photos to be submitted by Monday 7/17/2023. No deficiencies were cited today, Per Title 22, Division 12, Chapter 3, of the California Code of Regulations. An exit interview was conducted, a copy of this report was read and provided to the Licensee. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
