What the inspector wrote

On 04/23/2026, Licensing Program Analyst (LPA) Lisa Clayton arrived at the Collier Family Child Care home to conduct the Required 3-year inspection. Upon arrival, LPA Clayton was greeted by Licensee Beth Collier. LPA Clayton observed 10 children preschool children being supervised and cared for appropriately by licensee and 1 fingerprint cleared assistant. Hours of operation are Monday through Friday 7:30 am – 6:30pm. The Family Child Care home provides care to children ages 18 months – 8 years of age. Licensee provides snacks, water. LPA confirmed that the single-family one-story home consists of: 2 bedrooms, office, 1.5 bathrooms, living room, dining room, fenced backyard, detached garage, and an in-ground pool. The ON LIMIT AREAS are as follows: living room (main day care area), bedroom #2 (library), bathroom #1, bathroom #2, detached garage (art studio) and the fenced backyard. The ISOLATION AREA will be in the Library. OFF-LIMIT AREAS are as follows: bedroom #1, and the in-ground pool, which is inaccessible to children in care by closed and/or locked doors and visual supervision. Furniture and equipment in the home are in good condition and free of sharp, loose, or pointed parts. LPA Clayton observed age-appropriate toys, books and furnishings. LPA Clayton observed that all detergents, cleaning compounds, medication, poisons and other hazardous items are inaccessible to children in care. There is 3ft through 7ft deep pool with a built in jacuzzi in the back yard. The pool is surrounded on all sides by a 5ft. mesh fence that is in compliance with Title 22 Regulations (constructed so that the fence does not obscure the pool from view, with a self-closing, self-latching device located no more than six inches from the top of the gate, that swings away from the pool), making the pool inaccessible to children in care. LPA Clayton reviewed the updated pool regulations and observed that Licensee was not in compliance with the following requirements: · Licensee is to perform a daily inspection of the drowning prevention safety features and safety equipment before opening the facility and maintain a log of the inspections to be provided to the department upon request. · Have a rescue pole with a body hook and a minimum fixed length of 12 feet. · Have a life ring with a minimum exterior diameter of 17 inches and labeled as approved by the United States Coast Guard. · An alarm that, when placed in a swimming pool, will sound upon detecting an entrance into the water. The alarm shall be turned on and be in working condition during a facility’s operating hours while the swimming pool is not in use, and the alarms is required to be compliant with ASTM International Standard F2208. LPA Clayton provided licensee with a sample pool log for her reference and use. LPA Clayton reviewed Licensees Beth’s order for the required pool alarm and pool rescue pole (expected delivery April 24, 2026) and pool rescue ring (expected delivery April 30, 2026). Beth and her assistant Taylor have CPR/First Aid certifications issued by the American Heart Association due to expire April 2027. Licensees Beth acknowledged that her and assistant Taylor’s Mandated Reporter Training Certificates have not been renewed. LPA Clayton reviewed 5 children’s files for compliance with Title 22 regulations for family childcare homes. LPA Clayton reminded Licensee Beth that she is required to update each child's PM 286 (6/95) when the child is due to receive required immunizations after enrollment in the family day care home. Licensee provides care to children ages 18 months – 8 years. LPA Clayton reminded licensee to check the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and ­ resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed, and IMS Services are not currently being provided. LPA Clayton provided Licensee with an IMS Plan sample, the Parent Consent for Administration of Medications and Medication Chart (LIC 9221) and Centrally Stored Medication and Destruction Record (LIC 622) and instructed her to complete the forms as needed and to keep copies as follows: · keep a copy with the medication, · keep a copy in the child’s file · and forward a copy to the Department via USPS. LPA Clayton reminded Licensee that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Beth confirmed that there are no Registered Sex Offenders living in the facility and LPA Clayton completed the RSO profile in FAS. Per Title 22 Regulations and Health and Safety Codes, three (3) Type A citations, 1 (one) Type B citation and two (2) Technical Violations were issued today. LPA Clayton informed licensee Beth that this report dated 04/23/2026 document(s) 3 Type A citation(s) which shall be posted for 30 consecutive days as there are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Clayton informed the licensee Beth to provide a copy of this licensing report dated 04/23/2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview was conducted, this report was reviewed and provided to Licensee Beth. LPA Clayton posted a Notice of Site visit which is to remain posted for 30 days.
