On 10/7/25 Licensing Program Analysts (LPA) Portia Bowden conducted an unannounced Required Annual Inspection at the above facility. At 9:15AM LPA arrived to residence and met with resident Michelle Deeminter provided entrance check list and conducted a tour of the home. At 9:30AM LPA spoke with Licensee Chanta who stated she was out of the home due to her daughters hospitalization. Per Licensee daycare is closed today and tomorrow. Licensee agreed to LPA conducting inspection with resident Michelle. LPA observed no children in care during inspection. Per Licensee there 4 children enrolled. Per Licensee hours of operation are 23 hours. Per Licensee transportation is provided. Per Licensee overnight care is provided. Per licensee she provides Breakfast, AM snack, lunch, and dinner. Per Licensee outside food is permitted in the facility. LPA reminded Licensee to ensure all food brought into the home is both labeled with Child\342\200\231s name and dated. Per Licensee no children in care require medication or have food allergies. LPAs observed documents on licensing board (Facility License (LIC 203), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040), Emergency Disaster Plan (LIC610a) and ER drill log last dated June 2025. LPA observed Licensee\342\200\231s current Mandated Reporter certificate exp 8/8/24. LPA observed the licensee\342\200\231s current CPR/First Aid Certification Exp 8/24. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a one-story home consisting of 2 bedrooms, 2 bathrooms, living room (main daycare room), kitchen, converted detached garage and enclosed back yard. Per Licensee areas off limits to children and parents include all bedrooms, 1 bathroom, detached converted garage and enclosed backyard. At 9:35AM LPA observed a fully charged 2A10BC fire extinguisher with a receipt dated 6/12/24 in the kitchen. At 9:45AM LPA observed a functioning carbon monoxide detector in the living room and a smoke detector on the living room. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed no fireplaces or wall heaters in the home. The home maintains telephone service via cellphone. Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. At 9:50AM LPA observed kitchen knives on a high cabinet, secured by a safety latch, inaccessible to children in care. Per licensee cleaning supplies are kept under the sink, secured by a safety latch inaccessible to children in care. Bathroom children use was observed to be clean and free of hazards. LPA observed bathroom sink cabinet to be empty. Per Licensee potty training is provided. At 10AM LPA observed age appropriate learning materials and toys in the daycare. LPA observed mats for sleeping children in care. Per Licensee all linens are sent home on Friday to be returned to facility on Monday. Outdoor Play for children in care is located in the front yard. At 10:15 AM LPA observed grassy area and age appropriate toys. LPA observed 1 body of water on the premises. At 10:20AM LPA observed Jacuzzi with fitted locked cover in the off limit enclosed backyard. LPA did not observe a log or life ring. A Technical violation will be issued. No children\342\200\231s files were reviewed due to Licensee being away from home. Per Licensee all her files are complete and up to date. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No Deficiencies were observed during today\342\200\231s inspection. 1 Technical violation was issued for new bodies of water regulations. LPA will follow up with Licensee to ensure she is up to date moving forward. Exit interview conducted with Resident Michelle, a copy of this report was provided. A notice of site visit was provided and must remain posted for 30 days.
