What the inspector wrote

Licensing Program Analyst (LPA) Laticia Thompson met with Nicole Pacey-Valentino (Director) to conduct an announced inspection for the purpose of a temporary increase of capacity waiver per Executive Order N-2-25 (EO N 2-25). EO N-2-25. EO N-2-25 allows a waiver of capacity requirements statues and regulations, to accommodate families that are displaced due to the California wild fires. LPA inspected the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. The facility operates Monday-Friday 8am-6pm and is currently licensed for a total of 48 preschoolers ages 2- entry into the first grade. The temporary waiver request is to increase the capacity of preschooler to 60. There were 45 children and 10 Staff present during this inspection. LPA toured the on-limits areas. The facility has a total of 3 classrooms and 2 playgrounds. Preschoolers have access to 4 sinks and 4 toilets. The fire clearance is currently pending approval. LPA observed the following: Parents sign children in and out electronically under the Bright Wheel application. LPA advised facility there should be a plan in place on how such records will be immediately printable upon request for inspection and audit by program staff. For best practice purposes, facilities should have a plan in place on how records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP. Children furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. There are cubbies in all classrooms for storage of children clothing and personal belongings. The facility has filtered water dispensers where staff or children can fill their personal water bottles for outdoor and indoor activities. There are operable carbon monoxide detectors located in all classrooms. LPA observed fire extinguishers with an inspection date of 8/6/2025. LPA observed handheld digital thermometers and First Aid Kits with missing required materials including. There are cots and mats for napping, The classrooms have central air for heating and cooling. The classrooms were clean in good repair. LPA observed trash cans within regulation. The facility landline phone service. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in cabinets inaccessible to children. Restrooms are maintained in safe and sanitary operating condition. Ill children will use the barricaded office area and staff restroom. Medication is stored in a cabinet in the office area inaccessible to children. The program provides snacks. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. All foods or beverages that require storage at a temperature of 45 degrees are stored in the refrigerator and equipped with a thermostat. The required postings are posted in an area for parents and visitors to review. Facility does not have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available with contingency plans for action during fires, floods and earthquakes The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. Areas around and under climbing equipment, swings, slides and other similar equipment has artifical grass for cushioning to prevent injury from falls. The outdoor activity space was observed and maintained in good condition LPA did not observe any equipment or hazards in the outdoor activity area. There is adequate shade and benches for resting in the outdoor activity area. Applicant was advised to inspect sandboxes daily to ensure areas are free of any hazardous foreign material. Director stated there aren't any bodies of water. LPA did not observe any bodies of water. The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services \342\200\223 IMS. The applicant and director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The facility will purchase a first aid kit with the required required materials and develop a mass casualty and disaster plan. Waiver shall be granted based on Fire Clearance approval and Licensing Program Manager review. An exit interview was conducted with Nicole Pacey- Valentino (Director) that facility shall operate under the conditions of waiver upon approval. LPA provided Director with appeal rights, a copy of this report and Notice of Site Visit (LIC 9213).
