What the inspector wrote

Licensing Program Analyst (LPA) Keyona Scott conducted an unannounced 3- Year Required Annual Inspection to the Family Child Care Home on 02/27/2025 at 8:51 AM. LPA met with Licensee, Jeannifer Delgado, at 9:27 AM. LPA observed six (6) children in care which includes two (2) infants. Licensee's Assistant (A1) arrived at approximately 9:58 AM. LPA observed one (1) additional child dropped off for care at approximately 10:10 AM. All Adults present, residing, working and/or volunteering in the home have a criminal record clearance or exemption. LPA was guided on a tour inside and outside of the home. PHYSICAL PLANT Current facility sketch reviewed. Licensee confirmed that the primary child care area is located in the converted garage/playroom behind the home. Only the playroom is used for the child care. The bedroom, bathroom, living room and kitchen of the home are off-limits and inaccessible to children in care by closed and locked doors during operation hours. Stairs in the playroom are fenced or barricaded by use of safety gate when children under the age of five (5) years old are in care. There are no open heaters or fireplaces in the home or playroom. LPA observed the following age-appropriate playthings in playroom: cubbies with child's name and personal items stored, cars, blocks, books and other age-appropriate playthings. The children utilize the bathroom inside the playroom. Children nap and are served meals in the playroom. LPA observed table, chairs, highchairs, pack n play crib, and stored napping mats in the playroom. Licensee provides children in care two (2) meals, breakfast and lunch, and three (3) snacks, one (1) morning and two (2) afternoon per day. LPA advised Licensee if food is brought from child's home to ensure food containers and water bottles are labeled with child's name and properly stored or refrigerated. Children are dropped off and picked up at the rear side of the playroom. PAGE 1 The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care. Home utilizes heat and air conditioning ventilation system and fans as a heating and cooling source. Home has a working telephone. Hazardous materials in the bathroom are inaccessible to children in care. LPA observed safety locks and latches on the bathroom cabinet and cabinets throughout the playroom. LPA observed sharp objects to be inaccessible to children in care. According to the Licensee, there are no weapons or firearms in the home; None were observed by LPA. Per Licensee, there is a pet dog in the home that is inaccessible to children in care during operation hours. The home is equipped with a fully charged fire extinguisher which is at least a 2A:10BC. The home is also equipped with a working smoke detector and carbon monoxide detector. There is also a first aid kit equipped in the home. Toys and playthings are safe, orderly and age-appropriate for the children in care. Licensee agrees that no baby-walkers, bouncers, jumpers, exersaucers and similar items will be used for children in care and are kept inaccessible; None were observed by LPA. Outside play is conducted in the backyard adjacent to the home and in front of the playroom. The outdoor play area is fully fenced in and also is free from defects or dangerous conditions. LPA observed shaded area and cushioned mats throughout the outdoor play area to absorb a fall and the following age-appropriate play equipment in the outdoor play area: play apparatus, slide set, cozy coupes, tricycles and other age-appropriate playthings. LPA did not observe any bodies of water to include in-ground swimming pools on premises. The facility operation hours are Monday through Friday, 7:00 AM to 6:00 PM. FACILITY RECORDS LPA observed current Pediatric CPR and First Aid card for Licensee with completion date of 07/25/2023 and expires two years from completion date. LPA observed the following immunization records for Licensee: Measles and Pertussis (Tdap). LPA also observed Licensee's and Assistant's TB clearance/risk assessment on file in each individuals personnel file. LPA observed Licensee completed Mandated Reporter training on 09/07/2023. LPA reminded Licensee that Licensee and staff are to renew Mandated Reporter training every two years online at: www.mandatedreporter.ca . PAGE 2 LPA observed the following required posting on Parent Board: Facility License LPA provided Licensee with the following required postings to post to the Parent Board: PUB 394- Notification of Parents' Rights LIC 9148- Earthquake Preparedness Checklist LPA reviewed the following documents during today's inspection: LIC 610A- Emergency Disaster Plan Verification of Disaster and Fire Drills - LPA observed log of Fire Disaster Drills conducted on 01/24/2025 and 02/19/2025. LIC 9040- Facility Roster - LPA observed current Child Care Facility Roster of the children enrolled. LPA observed seven (7) children currently enrolled. LPA reviewed the following Personnel records for Licensee and Assistant present during inspection: Current Pediatric CPR and First Aid Certification LIC 508 (Criminal Record Statement) LIC 9052 (Employee Rights) Proof of Immunization of Measles, Pertussis (Tdap), and Influenza (Flu)/Waiver TB clearance or risk assessment LIC 9108 (Statement Acknowledging Requirement to Report Child Abuse) Mandated Reporter Training Certificate LPA observed and reviewed six (6) children's files of the following Children's Records during today's inspection: LIC 282 (Affidavit Regarding Liability Insurance) Immunization Records LIC 700 (Identification and Emergency Information) LIC 627 (Consent for Emergency Medical Treatment) LIC 995A (Notification of Parents' Rights) PAGE 3 The facility was operating in substantial compliance during today\342\200\231s inspection on 02/27/2025. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies were cited. The following was thoroughly discussed with Licensee: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Jeannifer Delgado, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
